Consider writing a personal paraphrase of the preamble, which offers fellow citizens mutual equality:  For discussion, I convert the preamble’s predicate phrases to nouns and paraphrase it for my interpretation of its proposal as follows Born a fellow-citizen, I choose to join We the People of the United States and aid 5 public disciplines---integrity, justice, peace, strength, and prosperity, “in order to” establish and maintain responsible-human-independence to “ourselves and our Posterity”. I want to improve my interpretation by listening to other citizens and their interpretations yet would preserve the original, 1787, text, unless it is amended by the people.

It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. The fact that it changed this independent country from a confederation of states to a union of states deliberately managed by disciplined fellow citizens convinces me the preamble is legal. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

I think human-equality a “noble-aim” is a fallacy derived from political tyranny. According to physics and its progeny, every person is unique. Making them equal would be antithetical to the human being, presently homo sapiens. That is to speculate that the next homo mutation that will be more aware and more connected than homo sapiens. Modern homo sapiens’ progeny lives among us.

Homo sapiens is only 300 thousand years old (tyo), language perhaps 50 to 150 tyo, grammar perhaps 10 tyo, and the last mixed-homos died off perhaps 10 tyo.

The suggestion that female&male-human-being is independently responsible to provide order&peace to the earth may be more than 5 tyo. Unfortunately, 3 to 4 tyo, humankind became bemused with theisms. The consequence is chaos, now seemingly divergent. Tyrants cannot impose happiness on fellow-citizens.

Necessity&justice demand that female&male-human-being independently constrain chaos in their personal way of living. Not only must they earn the way of living they prefer, they cannot impede another person’s responsible living. And neither of them can impose their happiness on the other; Jane may deny Jack’s claim “I’m in love with Jane”, common as unwanted attraction may be.

The next homo-mutation may accept that as a human being they have the individual power, the individual energy, and the individual authority (HIPEA) to develop either independence or a dependency: passivism, plying religion, gaming welfare, crime, tyranny, evil, and worse.

It takes humble-integrity to choose to develop responsible-human-independence (RHI). There aren’t enough quarter-centuries in a human life to independently discover the self-interest of humility. Therefore, every education department on earth can&must reform to these principles and teach their youth to accept their HIPEA and employ it to humble-integrity. The reform can begin immediately.

We may now be starting the transition from homo sapiens to homo humilem. From “I know” to “When it seems I need to know, I do the required research, in order to benefit from integrity.”

The only equality I think government should encourage&facilitate is individual-opportunity to develop the humble-integrity that is needed for RHI.

Merriam-Webster Online defines “secularism” as “indifference to or rejection or exclusion of religion and religious considerations”.

Bipeds emerged some 7 million years ago (ma), and a branch produced primitive tools 2.8 ma. Homo-sapiens branched-out 0.3 ma, and mixed-homo stopped appearing 0.001 ma. Language developed perhaps 0.15 ma, and grammar 0.005 ma. Aboriginal spiritualism may have developed 0.08 ma, shamanism emerged 0.03 ma, and monotheism 0.004 ma.

I don’t know how much secularism exists. But not every person chooses to be a human-being. I try to find words and phrases that will appeal to the experiences&observations of people who pursue the-good, for living, more fervently than they pursue the-God, a mystery. I try to be clear, inviting, and sincere.

I try to write for the reader, yet express my idea. That is to say, I try to imagine stumbling blocks I offered and eliminate them.

Some thoughts are elusive. For example, I discovered that by dedicating my life to my doctrinal-God, I could be turning my back on the-God, whatever it may be. Also, I think that when people debate God, they don’t realize that they are talking different, perhaps opposing, doctrinal-Gods, each party unaware that each is arguing a doctrinal-God that the-God may not affirm. When Presidents say “God bless America” they may be offending the-God.

I often take it for granted that the reader will comprehend “the-God” as reservation of humility respecting my doctrinal-God (physics and its offspring).

Trying to civilly impose God on the people or the troops may be inviting the wrath of the-God.

Here, I’ve written an annoying amount trying to express “the-God” and normally leave it to the reader to comprehend that I think “God” is insufficient.

My sentence begins with necessity and ends with justice, with the civic-citizen responsible. The civic-citizen, whether aware or not, aids the development of necessity&justice rather than an abstract ideology, such as utopia or theocracy.

Physics and its offspring, including viable-life, require 3 provisions for humankind’s survival: constrain crime (and other dependency), encourage&facilitate reform, and terminate reform-denial. Incarceration-for-life or execution seem the ultimate options.

Neither the-God nor government will usurp a person’s opportunity to choose to pursue either responsible-human-independence (civic-citizenship) or dependency. Only confrontation with the civic-citizen can alert the dependent citizen to their necessity to reform for self-interest in justice.

These ideas are not new. For example, Genesis 1:26–28, in my view, 5,000 years ago, charges humankind to independently provide order&peace on earth; it seems self-evident that each individual must either constrain chaos in their way of living or invite notice to reform for order&peace. What I think is that political philosophies that prevail make the assumption that it is necessary to consider every person a human being, when in practice, some people chose to develop one of the opposites: a soul, a mineral, a plant, an animal, or an evil-being. Therefore, part of being a civic-person is to aid the development of necessary-justice. In 2021, the U.S. has discovered that “the rule of law” is not working. That is because seventeenth and eighteenth century Europe set aside the laws of physics to favor reasonable legal-precedent as the basis of law enforcement. In 1776, the USA colonies declared war for independence from European philosophy, neither disparaging England’s reforming-Catholic Trinity nor defending the factional-American Protestant dominance: they claimed authority on “Nature and Nature’s God”. But that phrase is from John Locke, who was pressing “God given rights”. This erroneous thinking has been debated ever since, and bemuses the entity We the People of the United States.

Your life is not unlike mutual appreciation. I own guns and other equipment strategically placed in and around my home to protect my wife and adult-children or visitors when they are at home. In all other respects, I treat neighbors and family as citizens and care not if they consider me an enemy.

Many people use religion or ethnicity to imagine a neighbor an enemy. It seems civic to brook their opinion as long as they do not attack your person, loved ones, or property. It’s a matter of mutual independence more than privacy. In other words, responsible-human-independence (RHI) seems not subject to opposing opinion.

When a fellow-citizen gives me an ultimatum, I accept it. For example, a priest told me I’d have to convert to worship with my family, so I have never gone to communion. Again, a dear friend said that if we were to remain friends I must not discuss the preamble to the U.S. Constitution; I no longer speak of it with them. I learned that my brother (d.), a Baptist Deacon, told his only employee that he had no brother. I neither complained nor heard concern for his lie. My serenely-confident, Louisiana French-Catholic wife helped me discover my person: Phil Beaver, a non-atheist non-theist.

Nor is independence subject to the rule of legal precedent. Independence may be pursued under necessity&justice. It is determined by the laws of physics and its offspring, including biology and psychology. Necessity&justice continually changes the rule of legal-precedent, now erroneously pursuing its tail. The Court needs general reform, in-order-to develop statutory-justice under the laws of physics and its offspring.

Of course, I don’t know. However, it seems to me the unscrupulous people recognize individuals who practice responsible-human-independence (RHI) and stonewall them. I call RHI people “civic-citizens” of the world (and the U.S., if it applies).

Unscrupulous people fearlessly prey on gullible people. The public record speaks for itself: the U.S., not only the world, is in chaos.

I am in my fourth quarter century and only this week beneficially interpreted something Mom (d.) told me when I was an adolescent: “Phil, you trust people too much.” She was a Southern Baptist Eastern Star married to a Southern Baptist Mason, teaching me to seek Jesus’ higher power while speaking from necessity&justice. I did not grasp her message.

I thought she was being mean to the people I met and trusted, so discounted her observation with no appreciation. However, severe loss and misery taught me that neither the-God nor any government will take charge of my RHI: RHI is on me. To manage it, I must know the law and observe it and discern the-I-don’t-know-and-it’s-OK from ignorance-I-must-lessen---in-order-to manage necessity&justice.

Gullible-people fear the civic-citizen and trust the unscrupulous people. The civic-citizen accepts the gullible-citizen as at a point on their journey to RHI according to their unique perfection, unless they demonstrate that they are merely unscrupulous. The civic-citizen completely avoids the unscrupulous-citizen.

Heretofore, I have called it a political philosophy. However, about 5 thousand-years-ago (5a) a thought was expressed, which, with discoveries since 5 ka, may be interpreted as follows:  The-God of necessity&justice requires female&male-human-being to independently provide order&peace on earth. In another view, necessity&justice demand humankind to constrain chaos on earth.

Immediately, I adopt the moral philosophy that I need not try to constrain the-God so as to favor my view of necessity&justice. Instead, I must behave with responsible-human-independence (RHI); that is, constrain chaos in my way of living.

I comprehend, perhaps mistakenly so, that the ancient thought developed in Mesopotamia and was reported 2 ka years later, by Hebrew scholars, in Genesis 1:26-28. I think my interpretation of the ancient expression introduces two new moral philosophies:  The belief that a people can bargain with a doctrinal-God to assume humankind’s charge to develop RHI versus the belief that the proposed usurpation of RHI is valid, except that government will take charge.

In summary, I adopt the moral philosophy that humankind is independently responsible to provide order&peace on earth rather than the philosophies that either a-God or a-government will eventually usurp RHI.

I don’t know the-ineluctable-truth.

The short deep-response is that human-rights is a competitive legal construct by the elites in the world, in-order-to abuse the individual. The individual wants mutual, comprehensive safety&security so as to develop the happiness they perceive in each stage of life rather than submit to someone else’s vision for them.

The individual will never have human-rights as long as they attempt to avoid, change, or resist responsible-human-independence (RHI).

No culture on earth inculcates these principles, which imply that RHI is achievable, to their youth, adolescents, or adults. Consequently, most persons live a complete life never considering what it means to be a human-being rather than one of the opposites: soul, mineral, plant, animal, or evil.

Each human being may develop the individual power, the individual energy, and the individual authority (HIPEA) to pursue their choice: dependency or RHI. Dependencies include gaming welfare or religion, crime, tyranny, violence, evil, and worse. RHI requires humble-integrity to self-interest in the-ineluctable-truth.

Humankind discovers the-ineluctable-truth by researching physics and its offspring: mathematics, chemistry, biology, psychology, imagination, and reaction to the unknowns, Options for reacting to the unknowns include admitting the lack of knowledge, deciding whether or not necessity&justice requires individual research to comprehend the-objective-truth, a perception of the-ineluctable-truth using the available instruments, and planning economically-feasible research. In other words, the human-being must first responsibly earn the means of maintaining the way of living they want.

Just as no individual can provide all their needs, such as repair shoes, make matches, make toothpicks, make floss, report the news, no individual can conduct humankind’s research. Therefore, it is imperative that every individual stay informed about discoveries and maintain the ability to discern pseudo news. Research without integrity is ruinous: integrity without research is ineffectual. The human-being takes charge of their responsible use of the-ineluctable-evidence.

Consequently, the human-being takes responsibility for their sole right: the opportunity to develop the humble-integrity that is necessary&just to RHI.

It’s time to put legal precedent in its proper place: yielding to the-ineluctable-truth according to the laws of physic and its offspring, like biology and psychology.

Every civic-citizen must judge behavior and discourage&impede dependencies. The dependencies include: passivism, gaming welfare, plying religion, crime, tyranny, evil, and worse. Religion is useful to some civic-citizens who want comfort and metaphysical hope yet practice responsible-human-independence (RHI).

The civic-citizen neither initiates nor accommodates injury to-or-from any person or association, including self and family.

A Mesopotamian political philosopher 5,000 years-ago suggested, in my 2021 view, that the female&male-human-being can&must independently provide order&peace to the earth and its species. Hebrew scholars interpreted the philosophy 3,000 years-ago in Genesis 1:26-28.

Some persons choose to develop an opposite of human-being: soul, mineral, plant, animal, evil being, and worse. Therefore, the civic-citizen provides order&peace.

The civic-citizen chooses to constrain chaos in their way of living, which requires them to support the laws of physics&progeny and aid development of statutory justice.

Each citizen is unique, and their journey to the humble-integrity required for RHI is likewise singular. Therefore the civic-citizen judges not the person but their behavior and motives. Did they cause or accommodate injury, according to the-ineluctable-evidence?

Human necessity&justice drives these principles. Legal precedent serves neither necessity nor justice.
