Civic-citizens can& may pursue human being (verb)

"Civic" refers to citizens who collaborate for individual happiness with civic integrity more than for the city, state, nation, or society.

Consider writing a personal paraphrase of the preamble, which offers fellow citizens mutual appreciation:  For discussion, I convert the preamble’s predicate phrases to nouns and paraphrase it for my interpretation of its proposal as follows We the People of the United States proffer & practice 5 public disciplines —- integrity, justice, safety, strength, and prosperity, “in order to” encourage & facilitate responsible-human-independence “to ourselves and our Posterity”. I want to improve my interpretation by listening to other citizens and their interpretations yet would preserve the original, 1787, text, unless it is amended by the people.

It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. The fact that it changed this independent country from a confederation of states to a union of states deliberately managed by disciplined fellow citizens convinces me the preamble is legal. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

A significant faction of voters choose chaos, for reasons they may or may not comprehend. Neither civilization, legalization, spiritualism, nor government can pursue comprehensive-safety& security so that civic citizens can& may responsibly pursue the happiness they perceive rather than submit to alien-elite impositions. “Civic” refers to reliability in human connections& transactions.

The civic-citizens, We the People of the United States, as defined by the preamble to the U.S. Constitution, must constrain chaos in personal living plus fund statutory-justice to constrain those who don’t. That requires voting in responsible self-interest rather than to support aliens-elites.

Neglecting the 1787 U.S. intentions has produced the divergent chaos we are experiencing& observing. Only the individual who comprehends& intends civic-integrity can stop Congressional tyranny. In the November 8 elections and thereafter, vote for responsible, personal self-interest. Otherwise, fellow-citizens may elect aliens to comprehensive-safety& security.

Genesis 1:28 commissions humankind to independently pursue comprehensive safety and security (SECURITY) to life on earth. No individual can assign  SECURITY to a higher power -- neither God nor government. Citizens who attempt to establish dependency on others invite subjugation to statutory justice. Statutory justice means legislation that referees civil and legal disputes to protect the privacy of civic-citizens. "Civic" refers to reliable human being (verb).

Humankind, the species with the most opportunity, power, energy, and authority (HOPEA), has the responsibility to pursue order& prosperity to life on earth (and human-developed extensions).

In utopia, everyone would choose civic-integrity. “Civic” means reliable to human being (verb). In utopia, every individual practices responsible-human-independence (RHI).

In life, some people erroneously choose to apply their HOPEA to dependency. Dependencies include arrogant religion, indolence, crime, tyranny, evil, atrocity, and worse. Dependents either initiate or accommodate harm to& from other human-beings and societies.

Humankind avoids conflict through mutual civic-integrity and settles conflict through either civil adjudication or legal constraint. Religion helps some people achieve civic-integrity. However, reconciling civil or legal conflict is solely a state function.

I think each newborn has the opportunity to develop their unique person to human being (verb). However, each has little chance to accept that choice. Most persons choose or drift-into dependency.

The human-being (noun) has the power, the energy, and the authority to develop the civic-integrity that is required for responsible-human-independence (RHI). “Civic” refers to reliability in human connections& transactions, more that to civility or legality.

However, the newborn is constrained by physics and ignorance. Time marches on; their mortality is certain; they must earn their way of living, initially by acquiring comprehension& intention ; and their caretakers must practice, facilitate, and encourage RHI to them. The infant’s chances of accepting the opportunity to develop civic-integrity are in proportion to caretakers’ RHI.

It takes the human body a quarter century to develop the wisdom-building parts of the brain with which to comprehend& intend human being (verb). It takes another half century of experiences& observations to approach RHI. Too many adolescents settle for mineral, plant, animal, or spirit, never developing as human-being.

So far, no culture on earth teaches these principles to their youth and adults. Fortunate and rare is the person who discovers RHI and exercises the freedom to pursue civic-integrity.

However, it is not too late to reform every Education Department, in order to inculcate, practice, facilitate, and encourage a RHI-culture.

Conversation prompted research, focusing first on my keen interest: At what point in evolution’s march to homo sapiens did the-God assign comprehensive-safety& security to humankind (Genesis 1:28)?

An article (1) suggests that humankind’s FOXP2 gene adapted unto language development. Quoting another article (2), “Evolution provided early hominids the essential aptitude of language faculty to survive, but conversely, did language further develop the human mind, enabling hominids the ability to explore new frontiers of cognitive thought?” Hominids may have emerged 4.4 million years ago and homo sapiens 0.3 million years ago. Perhaps homo sapiens were the first with the ability to order life on earth and referee for prosperity more than for survival. And 10 thousand years ago, Sumer kingdoms began to develop law codes in order to referee human conflict.

But that does not address another point: How could bacteria develop DNA and become involved in molecules leading to organisms and on to animals? A third article (3) introduces the topic, and I quote from it “Mutations, which are changes in the sequence of nucleotides in an organism's DNA, occur frequently in all organisms, forcing them to develop or adapt to changing surroundings.” That statement supports my objection to “natural selection” terminology: Mutations are responses to changes in the environment. For example, neither animals nor organisms would have been possible 2.5 billion years ago, when the earth’s atmosphere had low oxygen (4), compared to 21% O2 now.

Religion seems inevitable, because the civic-person desires to take responsibility to avoid, change, and resist chaos in their way of living.

Some human-beings can& may pursue personal reliability despite the unknowns, and others must& can place their trust in religion and assign comfort to their beliefs. In order to constrain chaos, the civic-citizens who are believers can& may reform religion: discover and end its injustices.

I think human-beings who use religion to strengthen their path to civic-integrity join those who are equally civic as the salt of the earth. "Civic" refers to personal reliability in practicing, facilitating, and encouraging human being (verb).
