It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

That is, neither Sumer’s system of Gods, nor their city-Gods, nor their kings could usurp the responsibility of human being (verb). I express “responsible-human-independence, RHI”. “Metaphysical” herein refers to every generation’s rational application of undiscovered factual-reality (PHYSICS).

Hebrew scholars metaphysically expressed RHI in Genesis 1, wherein the creator-God, both “we” and “he”, asserts:  Humankind has the ability to provide order& prosperity to the living species and to the earth (Genesis 1:28). The rest of the Bible presents 1300 years’ literary expression of the consequences when alien-elites seek a-God-they-can-persuade to usurp human-being – a God to empower dependency. Alien-elites often partner with priests, because force by PHYSICS is more resisted than coercion by metaphysics.

The metaphysics of the recent 1700 years suggests that 1) human-being will always divide on pursuing either dependency or SECURITY and 2) the RHI-culture can& may constrain the dependent factions. The dependencies include arrogant-religion, indolence, crime, tyranny, evil, and atrocity. RHI-citizens can& may constrain dependency through statutory-justice.

The information age, made possible by the Internet, empowers adults to, from the moment of awareness of its self-interest, accept RHI, in order to constrain chaos in their lifestyle – their personal way of living.

Adults need not wait for Education Departments, journalists, judges, politicians, government employees, and pseudo-scientists to reform, in order to practice, facilitate& encourage acceptance of human being (verb) to their youth. It takes a quarter-century for a human-infant to acquire the comprehension& intention to pursue human being (verb) and another couple quarter-centuries for the adult to approach success. Therefore, adults can& must reject the alien-elite’s adage “never discuss religion or politics”, an imposition that increases civic-division.

My suggestion seems like “stop trying to re-invent the wheel”, through listening to the civilization that invented the wheel: Sumer, 5500 years ago. Furthermore, only 235 years ago, U.S. framers proffered a federal-republic, wherein RHI-citizens, We the People of the United States, retain pursuit of SECURITY, by limiting local, state, and national governments. It is a republic predicated on individual& collective integrity, justice, security, strength, and prosperity “to ourselves and our Posterity”. Religion is left to adult-privacy.

The Anglo-American 1789 Congress unconstitutionally granted themselves freedom of religion at the people’s expense in the 1791 First Amendment. Rather than accept God’s appreciation (Genesis 1:28) and Jesus’s peace, Congress imposed Anglo-American Christianity. We the People of the United States can& must amend the First Amendment. I suggest the religion clauses: Congress shall make no law respecting an establishment of religion, or [promoting] the free exercise thereof.

I think any community that adopts these principles and better can establish the termination of corruption, quickly enjoy a path to an achievable better future, and enjoy developing participation by inhabitants. When 2/3 of voting citizens are participating in RHI-culture at some level, improvements in local, state, and federal governments will become evident.

The U.S. has the constitutional republic on which these principles may be pursued. However, it would not discourage me to witness another nation taking the lead to responsible-human-independence on earth. The world would soon follow, because every human wants SECURITY.

The literature of this debate emerged between 3 thousand years ago and 1700 years ago (a 1300 year span 1700 years ago). The literature is controversially canonized by descendants of Abraham and the opposition groups -- various Bible canon such as the Ethiopian Tewahedo Canon. They often incorporate (plagiarize in modern terms) parts of older stories such as Gilgamesh, law codes such as the Code of Hammurabi, Greek mythology, and more. Yet Bible literature attempts to suppress noble, ancient political philosophies, principally that human being is solely responsible for comprehensive-safety& security to life on earth. I am free to write this response. You can& may consider my brief review of human being. No scholars, no judges, no priests, no politicians no journalists, and scarce fellow citizens practice self-reliance. Human being accepts to self not knowing the-ineluctable-truth yet earns an opinion when necessity demands choice. Human being appreciates other persons and assumes the other is pursuing being human, until the other suggests they are satisfied as mineral, plant, animal, or spirit. In that case, human being becomes cautiously empathetic if not protectively wary regarding the contact. With threat of physical harm, they exit with appropriate alacrity. Under attack, human being defends self& property.

Human being neither initiates nor accommodates harm to-or-from any person or association. Consequently, human being appreciatively cautions a person who seems to express an erroneous opinion. Human being waits for the other person’s response to the caution, perchance perception was in error. In other words, human being, in order to appreciate the other, is intolerant of harmful opinion.

Tolerating harmful opinion leads to misery& loss and ought not be practiced, facilitated, or encouraged. Belief is internal opinion and also should be discouraged, in order to favor discovery of the-ineluctable-evidence.

I'm reading a not-so-good book about Christian doubt, and the author seems to disparage/damn Donald Trump . . . for being a divorcee! It's Christian tyranny against Jesus' message: Support Caesar!

I think a-civic-people wanted me to vote for Trump the 4 times I did so. If I perceive they want me to vote for Trump again, I am on deck to do so. The question: What rules are needed to be created for our global world, that ensure joy, and love and hold all leaders accountable, and what effective consequences are there for leaders who break them that any country or people can help enforce that with evidence?

I think I should try to address 5 issues: 1) needed rules, 2) “global world”, 3) joy& love, 4) accountability with consequences, and 5) evidence. I’ll change the order to 4, 2, 5, 3, and 1, respectively.

First, accountability for comprehensive-safety& security (Security) on earth rests with human being. Being human is an informed, personal choice to reject living like mineral, plant, animal, or spirit. It takes a quarter-century for a newborn infant to acquire comprehension& intention and choose to develop their person to human being. Those who so choose I call civic-citizens among fellow-citizens. “Civic” means reliable in connections& transactions more than to rules. Unreliable fellow-citizens may be constrained for reform. The consequence of not choosing human being is dependency. Dependencies include religious arrogance, indolence, crime, tyranny, and atrocity. By resisting rather than embracing accountability, a person invites civic-constraint. If they do not reform, they may face civil penalty, even termination due to atrocity. The civic-citizens develop statutory-justice to provide legal constraints. Leaders are necessary to fellow-citizens for rule-making& enforcement.

Second, nations, civilizations, and societies order themselves according to attitudes toward Security. I don’t know of a leader who takes responsibility for Security. The typical leader pursues power for personal elitism: military power; police for domestic force and the army, navy, air& space forces for global power. So I consider them aliens to human being. Most fellow-citizens employ human being to resist force, so alien-elites use ideologies to control persons – principally economic& moral cultures lessen the need for force. For example, in the U.S., capitalism offers incentives to work for more income and Christianity suggests hope for eventual relief from misery& loss in life plus salvation in afterdeath. Sustaining alien-elites combine force and religion to easily control the people. As long as the civic-citizens accommodate alien-elitism, Security will remain impossible. The civic-citizens and their fellows suffer the consequences. In other words, the civic-citizens neglect leadership by accommodating alien-elites. They think they are too busy living to pursue Security.

Third, ineluctable-evidence is key to practice, facilitation, and encouragement of the civic-integrity that is required for Security. “Ineluctable” means “not to be avoided, changed, or resisted”. Ineluctability is suggested by the experiences& observations that hold true in every generation. For example, many sea captains thought the earth is like a globe – no way to fall off, even though landlubbers perceived it flat. Suggestions become laws when the instruments to observe the laws of physics (Physics) are sufficient; human being now observes the earth’s globe from orbit. Through Physics, human being discovers the-ineluctable-truth. Then, through metaphysics, human being ponders how to-benefit from-discovery. Physics responds to neither reason, revelation, coercion, force, nor metaphysics. Physics eventually corrects erroneous metaphysics. Human being can& may eventually accept sole responsibility for Security; the sooner, the better. The consequential appreciation of life on earth will bring joy. Love is a mutual experience that is sometimes resisted by the independent person yet appreciation is always welcomed.

Fourth, accepting responsibility for Security requires appreciation of the opportunity, the power, the energy, and the authority of human being. Security enables human being to responsibly pursue the happiness they perceive rather than submit to the vision someone else has for them. Thus, civic-integrity is a self-interest.

Fifth, the rule civic-citizens can& may impose on their nation addresses education. Every Education Department may inculcate, from age 3 to 7 until age 25 and beyond the principles of human being. Human being:

1.    Neither initiates nor accommodates harm to-or-from any person or association,

2.    Serves fellow-citizens in goods& services they want in order to earn the cost of his or her lifestyle, including savings for retirement,

3.    Additionally earns the taxes due for each: infrastructure; law-enforcement& pursuit of statutory-justice; aid to the disabled; and global relations including national defense,

4.    Individually develops, practices, facilitates& encourages civic integrity, and responsibly pursues inspiration& motivation according to personal preferences.

This is neither complete nor collaborative list. Additionally, instead of educating “the workers we need”, Education Departments prepare fellow-citizens for the two quarter-centuries they may serve humankind in suitable professions, crafts, labors, and entrepreneurships they choose from time to time. Like civic-citizens, civic-nations influence others by example more than by exhortation to civility and legal force. Achieving a better future in one nation would encourage emulation, and when 2/3 of nations participate, Security to human being may become approachable.

I perceive 6 nouns and 2 verbs that need definition in order for human being to address this question. I’ll try to minimize controversy.

I perceive 2 applications of “peace”. First, national peace addresses insecurity caused by warring alien-elites. “Alien-elites” expresses politicians who would involve their fellow-citizens in war and other oppressions against human being. Second, the-metaphysical-Jesus promised his peace. I have no idea what that is. “Metaphysical” refers to what can be gleaned by considering reports about Jesus and any suggestions respecting living human being experiences& observations. Human being is independently responsible for comprehensive-safety& security in ways of living. Living is subject to physics, domestic police, and national military might. Peace may be a passive influence, so I don’t perceive its “role”.

Truth about something is less dependable than specification of that object. For example, the U.S. Constitution guarantees a republican form of government, yet U.S. alien-elites refer to “our democracy” with impunity. The civic-citizens, We the People of the United States, could improve the future by mastering the word “ineluctable”. Merriam-webster.com holds it to mean “not to be avoided, changed, or resisted. The definition of enacted “intellectual dishonesty” is “lying”. Its impact on our lives is misery& loss.

Lying is most harmful when scholars purport falsehood is the truth. For example, John Locke, in Two Treatises on Government, 1690, effected the foil of equating human being with property and disconnectedly claiming that-property’s rights to property; God’s property has rights over God’s property. Locke claimed that a man has the natural right to kill another if “in his opinion” death is required. On page 6 of 101, Locke wrote,

“The state of nature has a law of nature to govern it, which obliges every one: and reason, which is that law, teaches all mankind, who will but consult it, that being all equal and independent, no one ought to harm another in his life, health, liberty, or possessions: for men being all the workmanship of one omnipotent, and infinitely wise maker; all the servants of one sovereign master, sent into the world by his order, and about his business; they are his property.”

Thus, by reason more than physics, every person is a property of Locke’s God, mysterious as that God may be. Locke’s assertions are valid to every person who considers them; if so, they are “equal and independent”. As Locke-God property, “sent into the world [for] his business”, they “ought not harm another in his life, health, liberty, or possessions”.

Then, on page 37/101, Locke wrote,

      Human history since the advent of monotheism, about 4,000 years ago, informs us that political-power-elites accept humankind’s resistance to governmental force and therefore seek a coercive-means to control the masses. When a society believes in a God, elites can rule them without domestic force as long as the laws are consistent with religious canon. And the political elites can partner with the clergy to gradually manage doctrine so as to comport to political necessity. God is a mystery and belief in a-God is a fantasy.

      The fallacy in Locke’s work is this: societies can consent to rule of law rather than conform to “the workmanship of one omnipotent, and infinitely wise” physics. The suggestion that humankind can divide itself based on group-consent to politically-constructed laws rather than work together to discover& apply the “infinitely wise” laws of physics is perhaps history’s most devastating lie. The perpetrators are alien to humankind.

      If a reader finds some validity in my opinion (I don’t know the-ineluctable-truth), they might wish for a suggestion of what to do to establish an achievable better future. My suggestion is to amend the First Amendment to the U.S. Constitution to the following: Congress shall make no law respecting an establishment of religion, or [promoting] the free exercise thereof. Your post, John, comes at the right time for my life. I can& may consider adding Sowell to my list of lifetime influencers, such as the-metaphysical-Jesus, Ralph Waldo Emerson, Plato, Cynthia, Chekhov, O'Connor, Hume, and a few more. The-metaphysical-Jesus is: the suggestions the generations can& may glean from reports about Jesus and their impacts on humankind's pursuit of the-good.

I learned that responsible-human-independence (RHI) expresses discipline as self-interest rather than compliance with higher power. Therefore, I suggest RHI more than self-discipline. Consider writing a personal paraphrase of the preamble, which offers fellow citizens mutual appreciation:  For discussion, I convert the preamble’s predicate phrases to nouns and paraphrase it for my interpretation of its proposal as follows We the People of the United States proffer & practice 5 public disciplines —- integrity, justice, safety, strength, and prosperity, “in order to” encourage & facilitate responsible-human-independence “to ourselves and our Posterity”. I want to improve my interpretation by listening to other citizens and their interpretations yet would preserve the original, 1787, text, unless it is amended by the people.

It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. The fact that it changed this independent country from a confederation of states to a union of states deliberately managed by disciplined fellow citizens convinces me the preamble is legal. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

The U.S. intentions, expressed by the signers of the 1787 U.S. Constitution (39 signers of 55 framers), included separation of church from state. The civic-citizen would manage both their state and the nation, keeping pursuit of religious hope& comfort to adult privacy rather than public imposition. However, at least 3 of 9 ratifying states wanted to specify freedom of religion and other rights included in England’s 1689 Bill of Rights. Ratifying states agreed that the first Congress would amend the 1787 Constitution with a Bill of Rights.

Congress, a political body rather than the independent delegation that framed the world’s first republic with constitutional authorization by the people. Congress devised freedom of religion to themselves, as stated in the First Amendment. Congress wanted to mimic Parliament, which has 26 seats in the upper chamber assigned to the Church of England. That lends Parliament the appearance of divinity.

Civic-citizens in the U.S. can and may amend the First Amendment so as to terminate the Congressional tyranny. I suggest the following:  Congress shall make no law respecting an establishment of religion, or [promoting] the free exercise thereof.

“Value education” misrepresents the human-being-opportunity and thus is a negative inculcation under a larger imposition:  discipline by higher authority. Together, “education” and “values” express authority that the student did not grant and their future adult finds insufficient. In practice, at the behest of alien-elites, the educator attempts to impose obsolete disciplines they neither practice nor value. The human-being is too powerful to fall for this ruse. So why does the folly survive?

The first well-documented civilization, Sumer, existing from 10,000 to 4,000 years ago vaguely perceived the principle that polytheism could not provide order and prosperity in Mesopotamia. Fellow-citizens can& must constrain both internal and external chaos. Their kingdoms developed primitive statutory-justice.

Their institutions practiced, facilitated& encouraged responsible-human-independence (RHI) to life on earth, leaving other worlds to the Gods. Citizens in need (such as widows and orphans) received aid, and willful dependents, informed by law-codes, suffered penalties for any harm they perpetrated. Erroneously, some of the penalties incapacitated the offender, for example, taking eye for eye. And the violence of slavery was taken for granted! The civic-citizens had to bear the costs. Herein, “civic” means reliable connections and transactions in living.

Practically, violence is defeat, and a civic-people can& may pursue statutory-law that invites dependents to reform. The innocently erroneous may reform on education. The criminal may earn opportunity to reform on labor, in order to restore loss or compensate for injury. The evil person may be incarcerated with forced-labor until they request tutoring to reform. The diabolical offender may be terminated. The progression of offense seems like: erroneous, lawless, reprehensible, and irredeemable, respectively. However, the more profound reform is from arbitrary-law to statutory-justice.

Economics is essential to statutory-justice. Civic-citizens must fund statutory-justice, and cost cannot exceed what civic-citizens can& may earn. This physical principle was obvious to the Sumerians, so slaves, laborers, craftsmen, entrepreneurs, administrators& royalty collaborated until the Babylonians conquered them and improved Sumerian inventions.

Unfortunately, subsequent civilizations constructed doctrinal-Gods that would provide their “kingdom” on earth:  Their God was a powerful God – the High God. Consequently, civic-citizens wait for their-God to provide, rather than collaborate for RHI. Local elites who were alien to RHI perceived opportunity to partner with the doctrinal-God, in order to control believers. Each tribe spoke of their doctrinal-God as the-High-God. Ironically, monotheism increased chaos.

A remedy for this dilemma is to educate the people to self-interest in the civic-integrity that is required for RHI, leaving the mystery of the-High-God to privacy. With this approach, RHI is a comprehensive, mutual practice rather than an imposition. My answer begins with the opinion that “have to” and “ethics” is each misleading. The law addresses responsibility for harm.

First, “have-to-bear” occurs only if a civic-people call attention to a perceived harm and accuse the artist. In that case, there is 1) a perception of harm and 2) statutory law to be adjudicated. Thus, it is a matter of civil or criminal process more than of ethics.

Second, if the civic-people accuse the artist, they must show harm to a person or association and the artist’s cause of the harm. The artist must answer to the charge. If the artist disproves the case under due process, the accusers must pay the process costs.

For example, consider the art of poisonous snake handling, sometimes, in order to prove faith in Jesus. Parents orphan 2 children when snakes bite both mother and father. The court interviews both grandparent-families and awards custody to non-snake-handlers. The judge charges a snake-handling family with court costs and limits their visitation-rights.

One purpose of a marriage-license is to hold parents accountable for the children they either conceive or adopt. Application of the law is based on statutes rather than hypothetical ethics. It seems unhelpful to suggest artists have no legal liability when expressions cause harm.

I like my state’s freedom of expression clause, which is unlimited on both expression and responsibility (Louisiana Article I, Section 7).

The U.S. and India seem to have political parallels. Each can& may accommodate ethnic and cultural diversities they govern. Each declared independence from England: the U.S. from 1763 until they ratified the 1783 Treaty of Paris then India from 1857 to 1947. Both England-influenced nations are embroiled in cultural wars derived from the advent and divergent chaos of monotheism, about 4,000 years ago, concentrated on England’s reformed-Catholic church. In 1919, the Indian parliament issued a citizenship route to immigrants from Bangladesh, Afghanistan and Pakistan for six religions -- four Indian Dharma; Hinduism, Buddhism, Sikhism, and Jainism – plus Zoroastrianism, plus Christianity, both developed in Mesopotamia along with Judaism and Islam. Christian nationalism keeps the U.S. in turmoil, and Hindu nationalism upsets India. Muslim assimilation seems a general concern in the west. England declares that Sharia law does not supersede common law, and the actual-reality is under study. Overlooked by the rest of the world is that the English parliament has guaranteed seats for the Church of England: Parliament has a fixed religion, and civic-citizens of England never had religious independence. Muslim assimilation is a general concern that does not negate the religious grounds of nationalism in the U.S. and in India.

Meta-: coming after or later.

[metaphysics]: reasonable discussion after physical discovery. Fidelity to the-laws-of-physics is essential to reliability: metaphysics must comport to interconnected laws-of-physics.

Example: entrepreneurs discover they can manipulate a person's body to change sexual functions. Ignoring the physics of psychology, they call it “gender choice”. If they can persuade some customers, the entrepreneurs can get rich. But the customer will not agree to a lush initial bill and a lifetime of special care.

They approach alien-elite politicians, who are always interested in 1) expanding government and 2) generating new cash-flow streams they can tax. Alien-elites care not if the revenue stream is destructive to inhabitants and citizens.

The voluntary-slaves to the enterprise discover they were duped, and a whole new legal practice develops: Gender-change Failure. Meanwhile, the entrepreneur advertises new technology to reverse body damage from futile attempts to change gender. The alien-elites print more money to sustain the ruse, repeating the lie that Posterity will take care of the debt.

What’s wrong? Monotheism separates people from their personal-interest. Adults keep praying to their personal-God for relief from the alien-elites, not admitting that the-High-God assigned to them lifetime duty for comprehensive-safety& security "to ourselves and our Posterity", quoting the preamble to the U.S. Constitution.

We’re in the metaphase of 1787’s proposal for responsible-human-independence in the U.S. Today’s divergent-chaos is evidence that alien-elites cannot and therefore will not usurp the individual’s opportunity to choose lifetime civic-integrity instead of indefinite religious hope. It is not too late for civic-citizens, We the People of the United States, to reform. What we suspected in 2016 but could not prove is that a devout Christian cannot be trusted as Vice-President (or President). Pence removed all doubt . . . forever.

The principle extends to all elected offices and all religious beliefs including atheism. If a person cannot abide the rule of law, because it conflicts with their religious doctrine, they cannot serve the U.S. constitutional-republic. It's up to the voters to uphold statutory justice.

Here's my reasoning: Genesis 1:28 proffers the actual-reality that humankind solely can provide order and prosperity to life on earth and to the earth.

Jesus at read if not authored Genesis 1:28's message, and said many things that support the consequential principles. For example, be perfect in the image of your maker, appreciation of life on earth existed before Abraham was born, render unto Caesar to aid order and prosperity, a man shall unite to his wife for life, the human who does not work smart will lose what they have, and many more civic principles.

Pence claims he's had Jesus in his heart since age 18, yet he practices Christian doctrine rather than follows Jesus's civic advice for all times. Jesus's advice holds to all generations. There are 45,000 Christian sects and as many Christian doctrine as there are believers.

Lastly, if you are an Alinsky-Marxist organizer (AMO), you need not divide the enemy: They use Christianity to divide themselves. Behold what Pence is doing today: Everything he can to keep Trump out of office. And he is motivated by millions of Christians with “more erroneous religious beliefs”, mainly “God is on our side” so we can’t be wrong. It should be obvious by now that the-High-God does not agree with Christianity, a divided cause.

It's alright for a human being to establish and nourish a religion, in order to provide comfort and hope against the unknowns of human living. However, it is not alright for them to let that religion steal their lifetime, a civic journey that requires them to constrain dependents including religious arrogants, sloths, criminals, tyrants, and evils.

I hope Trump& Desantis team up . . . I think. We'll see.

Meanwhile, the civic-citizens, We the People of the United States, can& must amend the First Amendment to: "Congress shall make no law respecting an establishment of religion, or [promoting] the free exercise thereof".
