Consider writing a personal paraphrase of the preamble, which offers fellow citizens mutual appreciation:  For discussion, I convert the preamble’s predicate phrases to nouns and paraphrase it for my interpretation of its proposal as follows We the People of the United States proffer & practice 5 public disciplines —- integrity, justice, safety, strength, and prosperity, “in order to” encourage & facilitate responsible-human-independence “to ourselves and our Posterity”. I want to improve my interpretation by listening to other citizens and their interpretations yet would preserve the original, 1787, text, unless it is amended by the people.

It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. The fact that it changed this independent country from a confederation of states to a union of states deliberately managed by disciplined fellow citizens convinces me the preamble is legal. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

The corruption we are suffering is caused by ignorance. Alien-elites learned long ago that if they can convince us not to discuss religion& politics, they can control us. However, the Internet unlocked our access to information and to communicate with each other.

I'm reading a not-so-good book about Christian doubt, and the author seems to disparage/damn Donald Trump . . . for being a divorcee! It's Christian tyranny against Jesus' message: Support Caesar!

Trump's inaugural address claims 1787-intended leadership, and his performance backed up his claims. Isn't religion supposed to redeem a wayward person rather than condemn them?

It's past time for a civic people to amend the First Amendment so as to separate Church from Congress. (Congress denies freedom of religion to the people.) I think a-civic-people wanted me to vote for Trump the 4 times I did so. If I perceive they want me to vote for Trump again, I am on deck to do so. I want a running mate who is first human being, second U.S.-constitution-compliant, and religious in private if they want religion. That change would establish in the U.S. the responsible-human-independence (RHI) that was intended as a consequence of the framers debates in the summer of 1787 at Philadelphia. The debaters knew that never in the history of the world had a group taken the chance to review political philosophies and choose one that could achieve a better future among human being. The framers perceived that only the continuum “ourselves and our Posterity”, using RHI to establish civic integrity could& would pursue statutory-justice rather than maintain alien-elite tyranny.

RHI is perhaps a new expression. However, the concept that only human being can pursue comprehensive-safety& security (Security) to life on earth was expressed in the sequence of law codes developed by Sumerian kings during their civilization lasting from 10 thousand years ago to 4 thousand years ago in Mesopotamia. However, monotheism become dominant in the west 4 thousand years ago, and the consequence is the divergent chaos we observe today. Cultures nourish polytheism through factional, doctrinal gods.

Societies among human being can& may reform Education Departments so as to lessen the personal ignorance that keeps civilizations from taking charge of Security. The U.S. is best positioned for this reform, yet during its entire existence, under Congress since 1789, the faction We the People of the United States has preserved its ignorance: Anglo-American tradition prevents the separation of church from state that is required for responsible-human-independence.

The question: What rules are needed to be created for our global world, that ensure joy, and love and hold all leaders accountable, and what effective consequences are there for leaders who break them that any country or people can help enforce that with evidence?

I think I should try to address 5 issues: 1) needed rules, 2) “global world”, 3) joy& love, 4) accountability with consequences, and 5) evidence. I’ll change the order to 4, 2, 5, 3, and 1, respectively.

First, accountability for comprehensive-safety& security (Security) on earth rests with human being. Being human is an informed, personal choice to reject living like mineral, plant, animal, or spirit. It takes a quarter-century for a newborn infant to acquire comprehension& intention and choose to develop their person to human being. Those who so choose I call civic-citizens among fellow-citizens. “Civic” means reliable in connections& transactions more than to rules. Unreliable fellow-citizens may be constrained for reform. The consequence of not choosing human being is dependency. Dependencies include religious arrogance, indolence, crime, tyranny, and atrocity. By resisting rather than embracing accountability, a person invites civic-constraint. If they do not reform, they may face civil penalty, even termination due to atrocity. The civic-citizens develop statutory-justice to provide legal constraints. Leaders are necessary to fellow-citizens for rule-making& enforcement.

Second, nations, civilizations, and societies order themselves according to attitudes toward Security. I don’t know of a leader who takes responsibility for Security. The typical leader pursues power for personal elitism: military power; police for domestic force and the army, navy, air& space forces for global power. So I consider them aliens to human being. Most fellow-citizens employ human being to resist force, so alien-elites use ideologies to control persons – principally economic& moral cultures lessen the need for force. For example, in the U.S., capitalism offers incentives to work for more income and Christianity suggests hope for eventual relief from misery& loss in life plus salvation in afterdeath. Sustaining alien-elites combine force and religion to easily control the people. As long as the civic-citizens accommodate alien-elitism, Security will remain impossible. The civic-citizens and their fellows suffer the consequences. In other words, the civic-citizens neglect leadership by accommodating alien-elites. They think they are too busy living to pursue Security.

Third, ineluctable-evidence is key to practice, facilitation, and encouragement of the civic-integrity that is required for Security. “Ineluctable” means “not to be avoided, changed, or resisted”. Ineluctability is suggested by the experiences& observations that hold true in every generation. For example, many sea captains thought the earth is like a globe – no way to fall off, even though landlubbers perceived it flat. Suggestions become laws when the instruments to observe the laws of physics (Physics) are sufficient; human being now observes the earth’s globe from orbit. Through Physics, human being discovers the-ineluctable-truth. Then, through metaphysics, human being ponders how to-benefit from-discovery. Physics responds to neither reason, revelation, coercion, force, nor metaphysics. Physics eventually corrects erroneous metaphysics. Human being can& may eventually accept sole responsibility for Security; the sooner, the better. The consequential appreciation of life on earth will bring joy. Love is a mutual experience that is sometimes resisted by the independent person yet appreciation is always welcomed.

Fourth, accepting responsibility for Security requires appreciation of the opportunity, the power, the energy, and the authority of human being. Security enables human being to responsibly pursue the happiness they perceive rather than submit to the vision someone else has for them. Thus, civic-integrity is a self-interest.

Fifth, the rule civic-citizens can& may impose on their nation addresses education. Every Education Department may inculcate, from age 3 to 7 until age 25 and beyond the principles of human being. Human being:

1.    Neither initiates nor accommodates harm to-or-from any person or association,

2.    Serves fellow-citizens in goods& services they want in order to earn the cost of his or her lifestyle, including savings for retirement,

3.    Additionally earns the taxes due for each: infrastructure; law-enforcement& pursuit of statutory-justice; aid to the disabled; and global relations including national defense,

4.    Individually develops, practices, facilitates& encourages civic integrity, and responsibly pursues inspiration& motivation according to personal preferences.

This is neither complete nor collaborative list. Additionally, instead of educating “the workers we need”, Education Departments prepare fellow-citizens for the two quarter-centuries they may serve humankind in suitable professions, crafts, labors, and entrepreneurships they choose from time to time. Like civic-citizens, civic-nations influence others by example more than by exhortation to civility and legal force. Achieving a better future in one nation would encourage emulation, and when 2/3 of nations participate, Security to human being may become approachable.

I perceive 6 nouns and 2 verbs that need definition in order for human being to address this question. I’ll try to minimize controversy.

I perceive 2 applications of “peace”. First, national peace addresses insecurity caused by warring alien-elites. “Alien-elites” expresses politicians who would involve their fellow-citizens in war and other oppressions against human being. Second, the-metaphysical-Jesus promised his peace. I have no idea what that is. “Metaphysical” refers to what can be gleaned by considering reports about Jesus and any suggestions respecting living human being experiences& observations. Human being is independently responsible for comprehensive-safety& security in ways of living. Living is subject to physics, domestic police, and national military might. Peace may be a passive influence, so I don’t perceive its “role”.

Truth about something is less dependable than specification of that object. For example, the U.S. Constitution guarantees a republican form of government, yet U.S. alien-elites refer to “our democracy” with impunity. The civic-citizens, We the People of the United States, could improve the future by mastering the word “ineluctable”. Merriam-webster.com holds it to mean “not to be avoided, changed, or resisted. It appeared in literature in 1571 and was used with “truth” in 1906. I promote the phrase “the-ineluctable-truth”. The hyphens are intended to keep the article “the” intact. Civic-citizens can coerce alien-elites to either address the-ineluctable-truth or be voted out.

Justice is typically processed under law, whether written or implied. This is so, because every government I know of is dominated by alien-elites disrespecting human being. Civilizations developed such that particular societies think it is moral to pursue domestic safety& security at the expense of other societies rather than to practice, facilitate& encourage responsible-human-independence (RHI) among human being. Reform seems possible. Governments can pursue statutory-justice through replacing unjust laws when they are discovered.

Integrity to human being has never been established and is often neglected in the name of honesty. I know of one proposition to develop civic-integrity. See below.

Transparency is essential for civic-integrity. “Civic” means reliability to human being in connections& transactions more than in civility. Transparency is essential to humankind.

Individually, human being entails the opportunity, the power, the energy, and the authority (HIOPEA) to constrain chaos in personal living.

Not every person aspires to human being. Some persons accept likeness to mineral, plant, animal, or spirit. They develop dependency on human-beings. Dependencies include indolence, religious arrogance, crime, despotism, evil, and intolerable atrocity.

Persons who never articulated HIOPEA include the gullible people, who are easily duped by “hidden bias”. However, human being recognizes bias through the dependent’s call to action. For example, if a citizen appeals for defense of “our democracy”, human being is aware that the speaker does not appreciate republicanism: the deliberate pursuit of statutory justice both among fellow-citizens and between nations. (My “republicanism” definition expresses my bias).

Statutory justice is essential to fellow-citizens’ opportunities to responsibly pursue the happiness they want rather than submit to someone else’s idea for them. Statutory justice constrains the dependencies: bias favors dependency. For example, the U.S. Civil War depended on “more erroneous religious beliefs” quoting the Declaration of Secession.

The fellow-citizen who urges for “our democracy” does not admit to themselves that human being knows that democracy is the tool of chaos and sustained-democracy invites ruin. Meanwhile, alien-elites, for example, those who secretly want socialism to replace republicanism, are aware that, under democracy, populism can undermine republicanism. Therefore, the alien-elites applaud slogans for “our democracy” despite the U.S. Constitution’s guarantee of a republican form of government.

One of the most powerful tools of the alien-elites is the slogan “never talk religion or politics”. By convincing people to follow this rule, alien-elites strengthen their ability to manipulate democracy, socialism, and emotionalism. When fellow citizens transparently, cheerfully discuss religious and political hopes& comforts, they discover human being and their mutual goal of comprehensive-safety& security. Security so that each person may responsibly, happily, constrain chaos in their personal lives.

Transparency in discussing religion and politics can happily overcome hidden bias and constrain the alien-elites.

Shannon, I appreciate the chance to celebrate that boy's wonderful smile and orange & white shoes. I imagine gray in the box. I think the giver offered a good trust& commitment to the boy. "Called" reminds me of the global-victimization we lament.

History shows global victimization is church-created& sustained.

The Catholic Church funds victims of tyrant-national-leaders to risk their lives by hiring coyotes to manage journeys from Mexico's southern border to the Biden-U.S.-funnel into dangerous waters& deserts. Some die. Some survivors are helped by Catholic Charities to navigate the journey from illegal alien to protected class. Drug cartels are soliciting U.S. citizens to assist with the Biden/Democrat-Party drug-fiasco. Many of the victims are descendants of the victims of the 15th century Catholic doctrine of discovery, later exacerbated by Protestant slave-trade competition. Modern Church works both ends of the victimization they created.

I work to persuade churches that regardless of the mystery of God, the political philosophy expressed 5500 years ago and today in Genesis 1:28 is this: Human being is solely in charge of comprehensive safety& security (Security) to earth. Church-arrogance pretends to persuade the mysterious God to usurp human being’s duty. Believers wait eternity for relief.

In history, only one group of political leaders proposed a government in conformity to Genesis 1:28. In 1787, of 55 framers, 39 signed the 1787 U.S. Constitution. It proposes& intends governance by the-civic-faction of We the People of the United States, using 5 public disciplines – integrity, justice, security, strength, and prosperity, “in order to” practice, facilitate, and encourage responsible-human-independence (RHI) “to ourselves and our Posterity”. In this case, "generous government" is no substitute for "alien-elite", who feed the poor's consumerism through redistribution from the middle class. Thereby, alien-elites fund (global) power& wealth (borrowing your emphasis, Chris). "Alien" refers to disdain for human being through individual work for personal happiness rather by subjugation to a bureaucrat’s vision for them.

I read someone's opinion that Ron DeSantis should run with Rand Paul so as to end the Trump war. The alien-elites would impose Trump-fury on DeSantis. To prevent that voters can& may elect a 67% GOP House of Representatives and a 2/3 GOP Senate and thereby constrain the global support of the U.S. alien-elites: the Democrat Party.

First, and foremost, the-civic-people, We the People of the United States, can& must amend the religion clauses in the First Amendment, in order to terminate Congress's freedom of religion. I suggest this amendment: Congress shall make no law respecting an establishment of religion, or [promoting] the free exercise thereof.

With replacement of one constitutional word, the U.S. could, at last, pursue responsible-human-independence (RHI) instead of preserving English tradition.

This proposal occurred to me after decades of urging termination of Congressional freedom of religion. When I told you, you said, "Let's create a viable proposal". Days later, I told you my first suggestion, and you said, "Congratulations." I know of few people with such thought-integrity!
