Consider writing a personal paraphrase of the preamble, which offers fellow citizens mutual appreciation:  For discussion, I convert the preamble’s predicate phrases to nouns and paraphrase it for my interpretation of its proposal as follows We the People of the United States proffer & practice 5 public disciplines —- integrity, justice, peace, strength, and prosperity, “in order to” encourage & facilitate responsible-human-independence “to ourselves and our Posterity”. I want to improve my interpretation by listening to other citizens and their interpretations yet would preserve the original, 1787, text, unless it is amended by the people.

It seems the Supreme Court occasionally refers to it, and no one has challenged whether or not the preamble is a legal statement. The fact that it changed this independent country from a confederation of states to a union of states deliberately managed by disciplined fellow citizens convinces me the preamble is legal. Equity in opportunity and outcome is shared by the people who collaborate for human justice.

Every citizen has equal opportunity to either trust-in and collaborate-on the goals stated in the preamble or be dissident to the agreement. I think 2/3 of citizens try somewhat to use the preamble but many do not articulate commitment to the goals. However, it seems less than 2/3 understand that “posterity” implies grandchildren. “Freedom of religion,” which fellow citizens have no means to discipline, oppresses freedom to develop integrity.

Merriam-webster.com presents, for intelligence “the ability to learn or understand or to deal with new or trying situations; also: the skilled use of reason”. For psychology, “the way a person thinks”. If there are no objections, I’d like to address psychology more than intelligence.

And I claim today, October 9, 2021, that my person’s psychology articulates a journey toward the combination: open-mind& open-heart. [The hyphens to urge the reader not to disassemble, and the “thought1& thought2” syntax to indicate mutual requirement.]

On my way to adolescence, I observed that humankind had discovered so much reality I could never master it.  However, my parents and the community they chose inculcated the idea that if I would master Bible interpretation, my life would succeed. I also observed that Mom and Dad clashed over personal-Bible interpretation. Even though Dad would sometimes get frustrated with fellow citizens, including family, his interpretation seemingly dominated my interest.

If I had to guess, I’d say his person had each: high intelligence, all the knowledge he could access while living the life for the-good he perceived, wounded psychology, and unwitty temper. (I think Jesus was calm when he turned over money tables.) Dad alienated himself by bitterly knowing-more than fellow-citizens including family wanted to consider. He behaved with an open-mind and generous-heart, and nourished frustration when he was not treated as a fellow-citizen, let alone a fellow human-being. (On graduating from college (1966), I enrolled in whole-life insurance because Dad said I could not insult his insurance salesman in Dad’s home. As soon as I had a home and wife (1971), I dropped out and started term life insurance to cover her for life.)

As I write, I commit-to and trust-in my intention to never allow frustration invade my life again. (It’s a done deal in this, my third quarter century. I know this, because I suddenly quit smoking in 1972 when I accepted that smoking Camel cigarettes was killing me then suddenly quit alcohol in 2018 upon accepting that wine and beer were killing me. Thank you, Dad. And thank you, Maryann, who heard about my most recent elevated-voice and subsequent choice to constrain-for-life frustration’s power.

Now, to address your question. I think knowledge is one of the threats to an intelligent human-being’s chance to discover their person. If knowledge is not balanced with the humble-integrity to practice civic responsible-human-independence (RHI), the most intelligent person can be a fool. By “civic” I mean appreciating mutually-responsible-human-connections more than observing municipal rules. During my last couple decades, I accepted the practice of sharing my mantra “I don’t know” when I don’t know yet sharing what I think when I think the other party might have a better idea, if I can accurately and precisely convey my idea by listening to their reaction whether positive or negative, and working to accommodate their view if I think it improves my expression. Perhaps our mutually-developed ultimate expression will appeal to most people’s experiences, observations, and career responsibility.

For example, the Christian who claims to know Jesus and witness for Christ (Phil Beaver in the past), has never considered how Jesus might respond to the egocentric claim. It seems that a “person of faith” is satisfied with self-praise.

Mom and Dad were such excellent working-class providers! I strived to be the Christian they each wanted until I realized they were in conflict with each other about what that meant (until death parted them). If I had to say, it seems Mom’s ideal was to perform according to her Jesus-comprehension, whereas Dad dialogued with fellow-citizens to help him understand Jesus’ mysterious messages. Upon awareness, I suspected Dad was psychologically wounded when at age 12 his-dad died of cancer, leaving no life insurance for wife and three children. They moved from Tennessee to Colorado to survive. And Dad’s 5 uncles did nothing to help the family of four. Make no mistake: I am speculating and do not know the facts. What I know is that Dad remained his-Bible interpreter until death, always with the intention to take responsibility for his life . . . except when he smoked Camels, Chesterfields, or pipe or overdrank beer. He loved beer-drinking and sharing it with me and others.

A more pernicious tyranny is government-officials using of the historical-Jesus-mystery as metaphysics for political power --- to persuade willing citizens to resist personally-private-psychological-pursuit of RHI and depend on a higher power.

For example, President Donald Trump, taking USA political power as the Anglo-American-freedom-of-religion that has constrained the USA to English tradition rather than national-independence since March, 1788, when the First Congress was seated. I voted for Trump-Pence 4 times and thus am among the 14 million who made the Trump presidency possible. I always doubted the Pence choice, because he seemed a fundamentalist Christian. The nightmare is worse than I could have imagined.

On January 4, 2021, Pence, after saying each: he had Trump’s back, U.S. voters would have their day on January 6, but January 5 was Georgia’s day, “witnessed for Christ”. It was Pence’s declaration of independence from the USA in-order-to personally risk “witnessing” for Jesus. Pence may overlook the metaphysics of reports about Jesus’ statements: be perfect [in the image of God], render unto Caesar, and before Abraham was born I AM. Perhaps in these three messages and others Jesus was saying: humble-integrity toward necessity& justice invited responsible-human-independence (RHI) from the moment human-beings invented the grammar required to develop mutual, civic awareness. Perhaps the metaphysical Jesus is an author of the message reported by human scribes in Genesis 1:26-28. If so, Pence egocentrically denied both the metaphorical Jesus and the entity We the People of the United States as expressed by the 1787 US Constitution and the 1776 Declaration.

Comprehending some of the-ineluctable-truth discoveries during the recent 5 thousand years, I interpret this 3 thousand year-old Genesis-1 literature: female& male-human-being can& must independently constrain chaos to life in this world. “Ineluctable” means “not to be avoided, changed, or resisted”. It is surprising and scholars’ fault that most readers have never encountered “the-ineluctable-evidence” by which the-ineluctable-truth can be discovered when the necessary instruments of perception have been invented.

To the individual human-being, necessity& justice demands constraining chaos in their way of living. My interpretations connect Genesis 1:26-28 separation of church and state to the USA founders’ claim to RHI authority from “Nature’s God” rather than England’s reformed-Catholic Trinity and with France’s military providence “the Supreme Judge of the world” affirmation of USA intentions. And the 1787 U.S. Constitution specifies 5 public disciplines, leaving spiritual pursuits to personal-privacy. The 5 disciplines are: integrity, justice, peace, strength, and prosperity, “in order to” encourage& facilitate RHI “to ourselves and our posterity”. As always, these are my opinions for discussion with willing fellow-citizens.

Pence, with the arrogance to speak-for the mysterious Jesus, rebuked his running mate, the Commander-in-Chief-of-the-United-States, and the entity We the People of the United States who rely on the U.S. Constitution for civic, civil, and legal order. Any person who does not accept that even the wisest person on earth is wrong to impose a personal-metaphysics and neglect the physics of fellow-citizens in order begs the choice: private ruin or reform.

President Donald Trump invited ruin when he chose to depend on Christian voters for election victory and chose someone who does not accept the mystery of Jesus as running mate. The future president who leads the U.S. to independence from England, after the entity We the People of the United State accommodated Anglo-American tyranny since March, 1788, will do so on the principles both demanded and ironically neglected by a tyranny-accommodating entity now into its twelfth generation: “ourselves and our Posterity”, quoting the preamble.

On the other hand, we, the 2021 “ourselves and our Posterity” can restore 1776&1787 U.S. humble-integrity to the-ineluctable-evidence. Citizens can read my controversial yet grounded arguments, improve them with their experiences& observations, and promote U.S. reform in personal-self-interest toward humble-integrity.

To conclude, I hope I have made the case that I hold my knowledge and intelligence as relatively low, whereas I am developing my psychology to both an open-mind and an open-heart. I therefore work to appeal to fellow-citizens who are willing to encourage& facilitate articulations with precision& accuracy to their experiences& observations. In private dialogue, to the Christian who claims to have Jesus in their heart I ask, “Which Jesus? Physical or metaphysical?” and to the atheist I comment “That’s a leap of faith I cannot take; I wonder what caused physics& progeny.” Civically, I propose to amend the U.S. First Amendment so as to promote civic humble-integrity rather than accommodate civil, Judeo-Christian partnership with Congress, the Supreme Court, and the President.

If the people who practice a tradition neither initiate nor accommodate harm/injury to-or-from anyone, we should appreciate their performances as responsible-human-individuals. We should not question or attempt to evaluate their culture without their invitation to converse about. On the other hand, we can accept and mimic their civic example while responsibly pursuing the metaphysical happiness we privately-perceive.

The key word in your question is “consider”. If by “consider” you mean appreciate indigenous people as human-beings and members of humankind, persons who are responsibly pursuing the happiness they perceive rather than chasing the chaos in their environs, that’s important. Also, it’s important to appreciate their personal-privacy. Let them voluntarily share their culture, but don’t take the lead and question it. And by no means mimic their culture, accepting that you cannot decide to experience their motivations and inspirations. Nor can you experience the personal-privacy in order to develop your perception of globalism or such.

On the other hand, if the culture is dependent on initiating or accommodating harm/injury to fellow human beings, it is imperative to constrain their practices that cause the harm and to encourage& facilitate their interest in reform to responsible-human-independence (RHI). Constraint is a function of the human collective, and the individual should report offense or aggression to first-responders rather than imagine practicing vigilantism.

If a person finds they are being recruited by an offensive or aggressive culture, they should announce their exit and reasons for their choice, then leave the group, perhaps reporting to first responders.

In the human-culture, people could . . . should civically-act only for necessity& justice [the word1& word2 syntax to indicate mutual obligation]. They’d reserve responsible pursuit of happiness for personal-privacy. “Responsible” means neither initiating nor accommodating harm/injury to-or-from any person or association, including self and family [the hyphens to invite readers not to disassemble]. I call this ancient principle “responsible-human-independence” (RHI).

Not every person is aware of these principles and not every person who is aware of them chooses RHI. Some persons prefer a dependency: indolence, abuse, infidelity, crime, tyranny, evil, and worse. To constrain the diverse, dependent fellow-citizens, the collective faction of civic-fellow-citizens must be politically informed and active for life. They must not only earn their way of living including taxes for infrastructure, the infrastructure must include the constitutional law-enforcement system plus research to discover and enact statutory justice.

The human-being has the authority to constrain chaos in their life. Not everyone chooses the self-discipline that is essential to fidelity in human connections and to the-ineluctable-evidence. “Ineluctable” means “not to be avoided, changed, or resisted”. Consequently, humankind must provide the mutual, comprehensive safety& security that is required for a person to responsibly pursue the happiness they perceive rather than an image another entity would impose on them.

My post describes two collectives within humankind: 1) independent human-beings who responsibly pursue the happiness they perceive rather than subjugate to the happiness their collective perceives or any other entity envisions for them and 2) dependent-fellow-citizens; I shared a list of groups in that collective.

If the dependent collective overpowers the independent collective, humankind will no longer be physically (economically) viable.

I write to learn: If this does not clarify my post, please share the view of “collective” I’m missing.

Grammar and intent empower the individual to observe the laws of physics to order personal-necessity& justice and assist posterity’s march to the-good.

First, being a human-being requires intention to acquire comprehension& integrity to responsible-human-intendance (RHI). [Note: The word1& word2 syntax indicates mutual requirement. And the hyphens invite readers not to disassemble.] In my interpretation of the literature and experiences& observations, RHI means that the person accepts the humble-integrity to independently act on necessity& justice. For example, defense is un-needed without attack in motion. Humble-integrity means saying “I don’t know” when that is so, for life. And it informs personal-integrity or “honesty”.

Whereas a foal stands in 1 hour, it takes a human-newborn about 11 months (335 hours) to stand. Similarly, with intense training, a thoroughbred peaks in about 3 years, and an encouraged-to-RHI-human-being may mature in 3 quarter-centuries (25 times as long). “Mature” means acquire humble-independence from both internal and external constraints: no fear and no victimhood. Maturity is independent of the freedom and liberty bestowed by institutions. Only the human species has the awareness, language, and grammar by which to accept these principles.

Physics and its progeny --- mathematics, the chemistries, biology, psychology, imagination, research, fiction, indeed everything --- makes it clear to human-beings that metaphysics does not overrule physics& progeny, or simply “physics”. Thus, imagining a-God and developing a reasonable theism awaits discovery of the negating physics. For example, many ancient cultures, recognizing that overexposure to the sun could kill, opined not only that the sun was the-God that rules consequences of every human act: also the sun needs human souls and takes them at will. Some cultures developed doctrine of human sacrifice to appease the-God.

Now, humankind rejects human-sacrifice to bargain with the-God and discovered that the sun is a natural nuclear reactor rather than the-God. So, physics has corrected 2 of 3 beliefs, the remaining belief being theism: the search for the-God as an entity that will usurp RHI. That is a-God that will prevent human free-will. Only the human-being who personally-practices humble-integrity can pursue spiritualism/religion as well as practice RHI. In deference to the-God, the civic-believer reserves sufficient appreciation of that entity according to its existence (or none).

An extenuating cultural practice works against the human-infant, who has exponentially more psychological power than a foal. Caretakers and Education Departments, could . . . should encourage& coach human-beings that they have the individual power, the individual energy, and the individual authority (HIPEA) to constrain chaos in their way of living. Instead, Education nourishes the “civilization” that the human-being will choose chaos unless disciplined by a higher power: government or a-God or a partnership of the two. That implies that accepting bestowed freedom and liberty is more in the person’s self-interest than developing RHI. Supposedly, it makes no sense to constrain chaos in your way of living, when everyone else is living a dependent yet ostensibly gratifying-life. The dependencies include indolence, abuse, infidelity, crime, tyranny, evil, and worse.

Educators know that if dependency can be inculcated by age 3 to 7, it is not likely that the person will discover HIPEA and its use to develop RHI. This is especially so if government partners with theism. Many cultures inculcate the pursuit of higher power rather than the humble-integrity required for RHI.

Turning now to your issues. First, “why can only humans be ethical?” I hope I have made the case that Education Departments could . . . should encourage persons to accept that no higher authority can impose ethics on a person’s way of living. Only the individual human-being has the awareness and grammar by which to accept the humble-integrity required for RHI.

Second, “explain freedom as foundation for moral acts”. I hope I have made the case that acting on metaphysics is erroneous, personal arrogance to “I don’t know” when that is so. RHI to physics is self-interest: accepting freedom is erroneous. It’s erroneous, for two reasons. First, metaphysics attempts to circumvent the discovery of the laws of physics, which determine the outcome of human actions. For example, if a leader convinces everyone to drink poison, all except “infidels” die. Also, Alinsky-Marxist organizers (AMO) convince “soldiers” to march in self-licensed liberty-to injure, kill, and destroy. The soldiers’ lives and futures are at risk while the AMO is safe in the office. The recruit who anticipates human misery and harm should report the anticipation to first responders. Second, humankind has accumulated some 8 trillion person-years of experience& observations, which the newborn could not master in 4 quarter centuries. If a person accepts someone else’s vision for personal-happiness, they may die never discovering their person’s responsible-happiness.

The “common good” is political-power artisanship by Englishman John Locke, d. 1704. It’s part of his popular scheme to claim that the human-being is the property of the-God (Calvinist in Locke’s early adulthood then Deist or Lockeist in his later years). Thus, his equal rights of man, “life, liberty, and property”, are circular to the-God’s property. It’s a mixed property, accommodating monarchy, clergy, lords, and commoners, all intending their duties to the-God. (Note: I use hyphens to invite the reader not to disassemble my expressions. Also, below, I use a “word1& word2” syntax to express nouns and verbs that are mutually dependent. The space allows spell-check.)

Americans became colonists, many to escape religious imposition on their private-pursuits of metaphysics or none. Beginning in 1763, their angst found a more physical focus: unrepresentative taxation to pay England’s war debts.

By 1776, the founders opposed Locke’s political art and wrote their own claim to rights: “live, liberty, and pursuit of happiness”. They were nonetheless metaphysical, because no human organization can warrant any of life, liberty, property, or pursuit of happiness. However, they expressed a bold politic: separation of church and state; personal-privacy and public duty. The staked authority on “Nature’s God” rather than England’s reformed-Catholic-Trinity and affirmation on “the Supreme Judge of the world” or military victory. In 1778, they negotiated France’s military providence to assure USA’s independence. They drafted grievance over England’s African slave-trade to America, but could not resolve the domestic economic-issues; slaves states outnumbered non-slave states 8:5. After independence was won, the Continental Congress could not unify the 13 free& independent states and had no global influence.

Taking responsibility, 12 of 13 states sent delegates to strengthen the union. Framers displaced the founders, designed a republic to be held accountable by informed& self-disciplined citizens in their answerable states, excluded slave-trade 20 years hence, and provided 3/5 slave representation in affected states. The continuum “ourselves and our Posterity” since 1787 can lament failure to emancipate the slaves. However, no one in 2021 offers necessity& justice to terminate the consequence of slavery in America. Does a viable plan exist?

I think so. An applicable political philosophy emerged in the Middle East 5 thousand year ago. That’s 295 thousand years after our human-being mutation, homo sapiens, emerged. The philosophy, in my 2021 interpretation is: female& male-human-being can& must independently& together provide order& prosperity to life in this world. To the individual human-being this means to constrain chaos in their way of living, regardless of a conflicted world.

The ancient philosophy was recorded 2 thousand years later in the scribe’s vernacular with a plural common-noun for deity: Elohim. That’s in Genesis 1. In Genesis 2, YHWH Elohim, a proper name, appears, implying that Israel’s God is the-God. From Genesis 2 on, the extant Bible canon journal humankind’s struggle to harness the-God so as to usurp the human-being’s responsibility to constrain chaos in their way of living. Clearly, if the-God assigned provision of order& prosperity in life to humankind, it is an ineluctable duty. “Ineluctable” means “not to be avoided, changed, or resisted”.

Remarkably, the 1776 Declaration together with the 1787 U.S. Constitution intend to end slavery --- the trade 20 years after ratification and emancipation as soon as a practicable solution is discovered. Moreover, they intend to establish responsible-human-independence in the USA. Practicality emerged in 1858 with the slave-states ratio lessened to 15:17.

Each citizen is free to consider the documents and draw their own comprehension and personal-citizenship intentions or none. My intention and practice follows:  Intending to be of the faction We the People of the United States, I, Phil Beaver, practice the 5 public disciplines --- integrity, justice, peace, strength, and posterity, “in order to” exercise& encourage responsible-human-independence (RHI) “to ourselves and our Posterity” including legal immigrants.

In this interpretation, I have preserved the U.S. Constitution’s reservation of religion or none to personal-privacy, refrain from limiting the goals’ standards. Also, I acceptance that “liberty” is too often taken as license to let fellow-citizens’ blood. Further, “freedom” is a bestowal by the victor in war rather than RHI by individual fellow-citizens.

I share this hard-earned opinion so as to engage fellow-citizens, in order to learn from them. In case their experiences and observations invoke similar concerns, I hope together to influence we, the 2021 “ourselves and our Posterity” to amend the First Amendment so as to encourage&facilitate civic RHI rather than civil U.S.-religious-pride.

That’s a brilliant question, Ibrahim. I hope you’ll find my answer useful for an achievable better future. I think the direct answer is Yes.

Most people do not want to govern, because they just want to responsibly pursue the happiness they perceive for their one chance at life rather than submit to another entity’s vision for them. Therefore, they do not choose to participate in politics. On the other hand, most people who choose a career in governance perceive personal nobility, demand elite status, and grow wealth. The elites in society must find a way to make this arrangement seem like social justice so that the people will neither rebel nor immigrate.

The reform I prefer is to require the world’s education departments to change from Barack Obama’s notion “schools and colleges to train our workers” to encourage&facilitate each person’s transition from child to human-being with the comprehension and intention to achieve psychological maturity. That is, responsible-human-independence (RHI) from both internal and external constraints to humble-integrity. I think the world is bemused by bestowed-equality as a surrogate for personal-happiness.

The egregious, extoled thought is Englishman John Locke’s equality of “life, liberty, and property”. Since each human-being is a property of the-God, they cannot be denied life, liberty, and property. They cannot even eliminate their own property of the-God, and no property of the-God would slight another property of the-God. In the-God’s mixed society, there are the monarchy, clergy, noblemen, and commoners, and each must conform to the-God’s assignment.

Independence from English religious tyranny and mixed citizenship was the intention of the USA founders in 1776, with victory in 1781. However, the 13 free and independent states did not respond to the Continental Congress and had no global power. The framers specified a republic to be held accountable by self-disciplined people in their states under a constitution amendable by the continuum “ourselves and our Posterity”. However, the first Congress mimicked England’s 1689 Bill of Rights, re-establishing Anglo-American legal precedence.

The U.S. has yet to accept independence from England, after 230 years.

Under the 1787 U.S. Constitution, each inhabitant has equal opportunity to choose to aid practice&facilitation of RHI or choose a dependency, risking service from a bureaucrat or the law-enforcement system if the dependency is criminal or worse.

A political philosophy in the Middle East 5 thousand years ago suggested that female&male-human-being can provide order&prosperity to the living species in this world.

Accepting this suggestion, the individual might perceive a civic responsibility to constrain chaos in their way of living, in order to gain maximum benefit from “I can provide order&prosperity”. “Civic” here means reliable human connections more than community-ethics. Civic-citizens limit and offset the chaos they observe.

The civic person practices reliability no matter what and encourages fellow-citizens to mimic their public discipline while responsibly pursuing the happiness they want. Not everyone perceives the self-interest of civic-reliability, so there remains a faction of fellow-citizens who depend on order&prosperity more than earn it: indolent persons, abusers, criminals, tyrants, and worse.

Consequently, the civic-citizens must continue to fund both law-enforcement and research toward statutory justice. Law-enforcement is applied only when someone caused harm or injury. It is well known that the purpose of law-enforcement is to alert the offending citizen that better behavior is needed, to constrain their practice, and to facilitate reform they request.

The civic-citizen is aware of the value of infrastructure and considers statutory-justice one element in addition to providence for people who need aid. Therefore, they earn their tax payments and needed way of living to responsibly pursue their happiness rather than the image someone else has for them. They participate for life in holding local, state, and federal government responsible.

I think the community I described is attractive because the principles are: acceptance that a person can constrain chaos in their way of living, private determination of the happiness to pursue, and acceptance that some fellow-citizens will cause harm if not motivated by potential loss of opportunity to pursue their happiness (working for a utopia is futile, but if it happens, fine).

Yes. In fact, I think the U.S. Supreme Court needs reform from law by opinion to law according to the-ineluctable-evidence. “Ineluctable” means “not to be avoided, changed, or resisted”. The only source of ineluctable evidence is physics and its progeny --- mathematics, the chemistries, biology, psychology, imagination, fiction, lies, crime; everything. None of the human constructs --- reason, revelation, ethics, etc. --- withstand the eventual comprehension of the-ineluctable-evidence. For example, the absence of weapons of mass destruction settled the controversy of Bush’s invasion of Iraq. Which Bush? Do we really know?

Especially egregious is the Court’s use of erroneous precedent. For example, in Ramos v Louisiana (2020) the court accepted the case based on plaintiff’s mischaracterization of U.S. Amendment VI’s “impartial” to mean “unanimous”. The 6:3 opinion, which negated a prior, correct 4:5 opinion, requires Louisiana to change from 10:2 opinion to 12:0 opinion. The cited precedent is obsolete 14th Century English Law. In 1967, England changed from 12:0 to 10:2 in order to lessen organized-crime’s influence in criminal trials with jury.

At fault is the 2021 “ourselves and our Posterity”, who are satisfied to let civil activists dictate increasingly divergent chaos for the foreseeable future.

I think you ask how an individual in their culture relates to awareness of each: prior thought, valid discernment, and prior practices. In the absence of 3 reliable journals, the civic person must acquire responsible-human-independence (RHI).

To the extent that the modern individual’s culture has awareness and prevention of repeating mistakes of the past, they may independently pursue their happiness in practicing necessity and justice for their posterity. If their culture has no regard for philosophy, epistemology, and anthropology, the inhabitants invite repetition of past travesties and consequences.

It is obvious that this world and its individual nations have nourished error so seriously that the 2021 consequence is divergent chaos. For example, the US nation of people once had a currency so reliable the world accepted it to replace the gold standard. They now approach $30 trillion debt to pay for both domestic and foreign alien-entitlements.

Consequently, the prudent fellow-citizen of the world is prudent to reserve a significant fraction of “amusement” time studying your three topics.

Over 4 decades ago, I began a self-directed, earnest study to answer two questions: with so many wonderful people in the world, why is there so much conflict? And with such a wonderful constitution, why do U.S. citizens tolerate tolerance rather than appreciation?

First, civilizations, cultures, and societies “shelter” their youth from encouragement and facilitation to appreciate and take charge of their unique human-being; to develop a complete person. Humankind has, for the recent 5 thousand years resisted the suggestion that female&male-human-being is independently responsible for peace and prosperity in this world.

Second, after winning independence (after negotiating France’s military providence in 1778), the USA stumbled as a confederacy of states. The U.S. framed a constitutional republic that affirmed RHI “to ourselves and our Posterity”.

However, the First Congress, under 11 states, immediately restored Anglo-American tradition, especially legislative partnership with Protestant-Christianity. They employed John Locke (English) philosophy --- freedom, liberty, property of God, consent of the governed --- to distract the people from RHI. In 1791, they codified the tyranny over the continuum “ourselves and our Posterity” by mimicking, as much as possible, the 1689 English Bill of Rights.

This egregious repression of U.S, independence from Anglo-American tradition is affirmed by the U.S. Supreme Court. For example, listen to Chief Justice John Roberts use slick interrogatory to try to avoid the unconstitutionality of Joe Biden’s excuse for failure “. . . so help you God?” Every presidential oath I witnessed since I noticed this tyranny featured the interrogatory presentation by the chief justice.

Mr. Marfil, I bet you agree these three topics have subtopics and related journals. Appreciating history is best approached by reading essential documents the era produced. In this case, the essential dots, working backwards, are: 1) does the 1791 Bill of Rights impose English error on the U.S., 2) is religion among the 5 disciplines the 1787 U.S. Constitution proffers, 3) does the 1776 declaration of war against England propose uSA-RHI, and 4) should female&male-human-being accept independent responsibility for necessity and justice in this world or beg the-God of Genesis 1:26-28 to usurp that duty (suggested 5 thousand years ago and reported 3 thousand years ago)?

JT, The Advocate called me last night and offered a full subscription for Saturday and Sunday cost. A few months ago I had turned down an offer for Sunday only cost. When I said No, the agent asked why. I answered that The Advocate was a leftist political activist and they therefore cannot receive my money. She said she had heard that from other prior subscribers and that I could rejoin the public debate with comments and letters to the editor. I said, "I've been there and done that and am not going back to before. I sincerely hope The Advocate goes bankrupt." She seemed to accept that message. During 20 years of letter-to the editor writing, about 1994 through maybe 2014 or so, I learned that the First Amendment guarantees freedom of the press to constrain the letter writers: I was stubborn and resisted the message The Advocate happily offered me, but finally accepted it and started my own blogs. You might say in my protected space my praise for my work is sufficient.

I started to post the idea that a civic-culture encourages&facilitates the civic-individual and vice-versa. However, it developed into a proposal for U.S.-voter-licensing. Both domestic and foreign aliens to U.S. civic-intentions should be constrained from voting. The 1776&1787 intention, unconstitutionally repressed by Congress and the Supreme Court, is the continuum “ourselves and our Posterity” to develop standards for responsible-human-independence (RHI) under an informed&self-disciplined entity, We the People of the United States.

A civic-culture encourages&facilitates self-interest in necessity&justice; “civic” expresses fidelity in direct-human-being-connections more than observing municipal rules. Each citizen may choose to responsibly pursue the happiness they perceive during each stage of their life. Some choose to act on necessity and therefore develop the humble-integrity that is required for RHI. Irresponsibly, some individuals take the freedom&liberty to nourish arbitrarily-dependent-satisfaction: indolence, abuse, crime, tyranny, evil, or worse. Dependents unnecessarily risk harm&injury and often invite law-enforcement . . . even though the culture may-not-yet-have-discovered statutory-justice. Therefore, civic-citizens happily earn not only their way of living and pay taxes:  They actively maintain and improve government of the necessary-infrastructure. Some run for election, in order to serve fellow-citizens.

Elected and appointed government officials must first be civic-citizens. If they are one of the dependent-fellow-citizens, they must be un-elected or fired.

The voter who lives by one of the dependencies must be identified then encouraged to reform to personal self-interest. Otherwise, justice may require constraining them from the vote.

The U.S. Constitution guarantees a republican form of government, held accountable by the people in their states. Voters have the power to amend the Constitution.

The constitutional intention is stated in the preamble. After France’s bloody revolution, the 1787 preamble has needed revision so as to accept that since 1789 “liberty” has too often been taken as license to shed fellow-citizens’ blood: “independence” is preferred. The preamble already excludes ideologies and religious-doctrine from its public goals. The fellow-citizen who does not support U.S. intentions should not be issued a license to vote. Their reasonable interpretation of the preamble is sufficient basis for demonstrating past performance and future intentions.

My interpretation of the U.S. intentions this morning follows: Voluntarily accepting the intentions proffered by the entity We the People of the United States, I have for the past 6 years practiced its 5 disciplines: integrity, justice, peace, strength, and prosperity, “in order to” practice&facilitate RHI “to ourselves and our Posterity”; “posterity” means descendant-citizens and legal immigrants. As evidence of my discipline, I attach my college diploma and the subsequent three years’ tax payments [or other actual evidence].

Consistent with the quarter century for the human body to complete constructing the wisdom-building parts of the brain, application for a license to vote should be allowed at age 24.
