"Civic" refers to citizens who collaborate for responsible freedom more than for the city.
A personal paraphrase of the June 21, 1788 preamble:  We the civic citizens of nine of the thirteen United States commit-to and trust-in the purpose and goals stated herein --- integrity, justice, collaboration, defense, prosperity, liberty, and perpetuity --- and to cultivate limited services to us by the USA. I want to collaborate with other citizens on this paraphrase, yet would always preserve the original text.

With a $29 billion budget, I’d like a tight spending cap, and a legislator has proposed this good legislation.

The Advocate with its liberal-democrat bias opposes the proposal without debate. “The new plan takes a two-thirds vote of lawmakers and then approval by the voters as a constitutional amendment. Over-riding the spending cap currently requires a two-thirds vote of the Legislature. The cap is rarely reached. Our tax structure itself is a mess. But all economic metrics will be somewhat susceptible to difficulties of measurement. Commissioner of Administration Jay Dardenne fears the formula is so restrictive it could trigger the need for two-thirds votes . . . this would lead to extortion of program benefits or political projects from the administration in power, to gain the two-thirds vote to keep wheels on in state government . . . spenders won't like a restrictive cap . . . it just might have long-term problems.”

I think the people of Louisiana would be better off without The Advocate. I hope the Louisiana legislators are not influenced by either The Advocate or Jay Dardenne.

"When words are many, sin is not lacking; so he who controls his speech is wise. The tongue of the righteous is like pure silver, but the mind of the wicked is worth little. The lips of the righteous feed many, but fools die for lack of sense.

Dean says, typically omitting part of the message, says, “Be wise. Speak less. Listen more.”

If the speech is worthwhile to the listener, clarity is more critical that brevity. Also, when the message suggests collaborating to discover the-objective-truth, it need not address Biblical mysteries.

If you believe The Advocate and Gov. John Bel Edwards, Hillary Clinton should be president, and the fall back is AMO disruption of the USA’s march to civic justice---statutory justice.

Resuming the past five decades regression due to Alinsky-Marxist organizers (AMO) such as Industrial Areas Foundation (IAF) and its Baton Rouge affiliate Together Baton Rouge; togetherbr.org/about. Nationwide, there's the Obama force: OFA; nbcnews.com/storyline/democrats-vs-trump/obama-aligned-organizing-action-relaunches-trump-era-n719311.

The democrats are bemused by foreign influences. Recall Obama's overseas solicitation in support of his 2008 campaign; cnn.com/2008/POLITICS/07/18/obama.trip/index.html. Recall Obama's backfired strategy to use Trump's world-wide business contacts to fabricate a Russian collusion; en.wikipedia.org/wiki/Timeline_of_Russian_interference_in_the_2016_United_States_elections#2015. Of course on this one, my stance is: We’ll see, but right now it seems the FBI is a miserable failure because of the nanny state (seems like James Comey has yet to understand integrity) and residual social democracy. Then there’s the Edwards-Vatican partnership---the use of international philanthropy to pick the pockets of the people of Louisiana, perhaps strategically planned for January 20, 2018 absence; theadvocate.com/baton_rouge/news/politics/article_e0225292-ddb1-11e6-9ae0-97298699949f.html. The Democratic Party just does not relate to freedom-from oppression with liberty-to responsibly pursue personal happiness.
 
The Democrats, using social democracy’s religious human rights (un.org/en/universal-declaration-human-rights/) would enslave the entire world in empathy, passion, emotions and dependency. However, actual reality makes itself plain to every individual:  You have the human authority to control your energy during your lifetime. While there are unseen forces that control everything and government coercion that attempts to control inhabitants, there remains the individual authority to behave either for independence or for subjugation.

The preamble to the constitution for the USA offers citizens the agreement to collaborate for private liberty with civic morality. The generations before ours have obfuscated this agreement with the slogan “we, the people.” However, the actual reality is “We the People of the United States [who trust in and commit to this sentence] in order to establish a nation of people. The preamble divides the population into two groups: civic citizens and dissidents. Being social democrats, most members of the Democratic Party are dissidents to statutory justice, a civic people’s march to justice.
  
As a proponent of Judeo-Christian tradition rather than justice, President Trump is a dissident to statutory justice. I hope to witness his reform.

Tragic losses are born by us all. A civic culture wants 1) reform and 2) to grant mercy.
  
As a five-decades resident of Louisiana I’d like to see F. King Alexander’s capriciousness end. One option is for him to leave LSU.
  
I was dismayed to recall the slang “slip-it-in” (urbandictionary.com/define.php?term=slip%20it%20in) from the finale of Alexander’s infamous social morality promotion, labeled national symposium:  “Moment or Movement?” (lsu.edu/cup/bbl/2016/dec/momentormovement.php). I’d welcome an opportunity to see and hear Don Lemon’s speech again to make certain I heard correctly, including the shades of grey giggles front-right (en.wikipedia.org/wiki/Fifty_Shades_of_Grey_(film). If I heard correctly, it’s a popular society but one that exacerbates #metoo and more. It is not a civic society.

LSU is an agency of the state, and legal action against students ought to be subject to the judiciary system rather than an announcement in The Advocate by the LSU President. And accompanied by threatening speculations about six current students!

I have losses to bear, too, but have never tried to harm others over those losses. I don’t even want God’s revenge: I want reform and mercy.

Edwards is freewheeling in his media convictions of people who have not been indicted or had their day in court. In this case, a decades-old relationship went bad and Edwards needlessly takes sides.

I recall Edwards media-convicting two police officers the morning after they were involved in an thirtieth clash with a citizen that turned uncharacteristically violent. Edwards shamelessly overcalled Mayor Kip Holden’s earlier restraint. We still do not know the civic justice let alone judicial opinion in that case.

The people of Louisiana need relief from Gov. John Bel Edwards’ bad moral leadership.

Keeping adventuresome, risky, and wayward but non-criminal adolescents, out of jail is a good thing. Many people in jail think crime pays, and dissidents against justice solicit association and sympathy.

In the same way, it is important to keep Louisiana Family Forum and other religious institutions out of jails, where they prey on captive subjects. The state of Louisiana ought not collude in the subjugation of citizens.

It is wonderful to see the Metro Council voting across party lines! We salute our elected team.

I pay particular attention to the last paragraph and the last sentence of an article written by press personnel. In this case, in The Advocate, March 1, 2018, page 3A, “Hicks has been hounded by paparazzi, who have at times staked out her apartment building.

I hope the Trump administration proposes a change in the First Amendment to constrain freedom of the press and other people. Perhaps modify so as to assure “free and responsible expression” with no distinction for the press compared to an individual or other party.

I sent this message to the White House, attn. President Trump (and received an email notice of receipt on 3/2---something new).
