A personal paraphrase of
the June 21, 1788 preamble: We the civic citizens of
nine of the thirteen United States commit-to and trust-in the purpose
and goals stated herein --- integrity, justice, collaboration, defense,
prosperity, liberty, and perpetuity --- and to cultivate limited services to us
by the USA. I want to collaborate with other citizens on this paraphrase,
yet would always preserve the original, 1787, text.

I cannot address a current
definition of civic morality, but can express my views. They are counter to the
customary inculcation of “higher power.” For the developed, balanced, human
being, the only higher power is the-objective-truth, whatever it’s elements may
be.
The moral human accepts individual
authority to behave with fidelity to the-objective-truth. Conformance to the-objective-truth
is good for the individual and conflict with the-objective-truth is bad for the
individual. Thus, the good and bad is an individual determination that
collectively impacts humankind.
Individual authority is a unique
characteristic of the human being, but it is not innate: the person may develop
fidelity to the-objective-truth, and a few do so. The fidelity cannot be taught
and can only be learned by experience and observation.
However, a young person with intent
for fidelity may be encouraged and coached. The human being is so potentially
powerful it takes two to three decades to equip him or her with the basic
knowledge, understanding, and intent to develop his or her individual authority
during a lifetime of some eighty years.
The-objective-truth exists and
humankind works to discovery its elements. Its elements do not respond to any
human construct: reason, revelation, research, majority opinion, compassion,
empathy, fear, coercion, force. Human action may change the course of events,
but the consequences conform to the-objective-truth. Unknowns exist, and some
apparent discoveries are lessened by unknown-objective-truths: future
discoveries will correct them. However, humankind’s understanding of the
inter-connectedness of the-discovered-objective-truths increases with time.
The fidelity is comprehensive. It
extends from the-objective-truth to self, to immediate family, to extended
family and friends, to the people (the nation), to all people (the world), and
to the universe, both respectively and collectively. The mature individual has
the commitment: in every thought, every word, and every action, I will neither
initiate nor tolerate harm. Anyone who establishes violence of thought, word or
action, has breached this commitment.
In a culture wherein most
individuals are pursuing comprehensive fidelity, there are two socio-political
groups: civic citizens and dissidents. The civic citizens expect the dissidents
to reform as they perceive, by example, a better way of living. The civic
culture develops statutory justice based on the-objective-truth rather than
dominant opinion. When a dissident, also possessing individual authority,
causes actual harm, statutory justice may be required: the criminal dissident
may face compulsory counselling, fines, physical constraint, or death. Since
statutory justice is based on the-objective-truth, dissidents reform more
readily than when dominant opinion has established injustice.
I hope these ideas help and offer
them for collaboration rather than to pretend to represent uncommon knowledge
of the-objective-truth.

Bergevin expresses wealthy-elite
opinions about Madison. For example, the preamble to the constitution for the
USA offers “a large aggregation of citizens organized on the principle
of self-government.” However, in 2018, there is not the “general prosperity” George
Washington urged in 1783.
Individual reform is needed. Civic people neglect the individual authority
the preamble’s agreement invokes. “Civic” refers to people who collaborate to
live in the same time and country with mutual, comprehensive safety and
security (Security). The culture of Security would empower private liberty with
civic morality---pursuit of private happiness rather than the dictates of
elites. However, the people elite dissidents to civic morality govern the
government.
In the 2016 presidential election, as in others, citizens did not have
self-government choices. It was elites for social democracy or worse versus
elites for parochial American republicanism. In the Madison-designed government
of, by, and for the people, the faction of civic citizens has waned as regimes
ply the clergy-politician partnership that has maintained legislative divinity
for 229 years. Financial elites have the power to terminate Chapter XI Machiavellianism
anytime they deem it would serve the wealthy people.
However, a civic people could replace governance under god and government
with governance under the people by requiring statutory justice rather than
arbitrary opinion made dominant by the elites. Statuary justice is discovered by
collaborating for the-objective-truth rather than conflicting for dominant
opinion.
Not only should information sharing be free, equitable distribution of
the Gross National Product should be free; that is, not constrained by laws
that favor the elites. A civic people may accept rather than demand the human
authority to require government that adheres to the purpose and goals that are
offered in the preamble and set up in the 1787 Constitution that follows it. In
other words, citizens may behave responsibly. Amendments and Congressional acts
that weaken the preamble’s agreement may be reformed. The wealthy-elite system
that made Mark Zuckerberg a young billionaire may be reformed. Likewise, the
wealthy-elite system that promotes high-income entertainers, sports stars, and
other adult satisfactions may be reformed for “general prosperity”.
This WSJ on March 22, 2018, informs us that 133 people last
year shared $1.54 billion in pay. But child poverty affects 30 million children:
“43% of children live in low-income families.” See

Instead of “mutual concessions which are requisite to the general
prosperity,” many Americans see poor children and think, “There but for the
grace of God go I.”
Otherwise civic people pretend higher power overrules their
individual authority to collaborate for civic justice. Thanks to Madison, the
American fake higher powers are government and god, lower-case because it’s
Madison’s god. Bergevin quotes Madison on government: “first enable the
government to . . . control itself.” We know that has not happened in 230
years. Madison also specified god above government: “It is the duty of every
man to render to the Creator such homage and such only as he believes to be
acceptable to him. This duty is precedent, both in order of time and in degree
of obligation, to the claims of Civil Society.” People who follow Madison’s
lead and claim the people are civically controlled by god are false: Every
individual controls his or her energy during every moment of life.
In civic morality, the power to which the people must
comport is the-objective-truth. I’m not talking about any of humankind’s
constructed powers like scientific studies, religious revelations, or political
theories. Those are the fake powers each human being must juggle with
individual authority in order to make the most if his or her brief, perhaps 90
years, of life.
Two false higher powers have bemused the people for 230
years. The nadir we may be experiencing presents an opportunity for citizens to
consider individual authority, the preamble, and the-objective-truth. The
reform from 133 cosmopolitan citizens with 30 million poor children to “general
prosperity” is possible by using the-objective-truth rather than dominant
opinion to discover civic justice.
Elite wealth is out of control, and it can last as long as a
civic people deny individual authority and responsibility. For civic justice,
there is no higher power than the collective individuals.

In the
context of “society” life may refer to human kind, representing, so far,
perhaps eight trillion years of past life. I answer respecting the life of an
individual human being in 2018. Each individual may develop fidelity.
Before
the individual’s mother was conceived, there was nothing. The mother, during
her fertile years produced viable ova. One was fertilized, producing a
single-cell zygote. The cell repeatedly divided over eight or so days, becoming
a multi-celled blastocyst, which fortunately attached to the mother’s womb. If
not, the potential person would pass, pin-head-sized, out of her body probably
unnoticed. During gestation, many biological events may be interrupted, causing
spontaneous termination of the pregnancy—-natural abortion. If delivery occurs,
there is a chance the baby will die within the first month. Otherwise, what the
mother delivers is a feral, human infant—-a mind, body, and person with the
potential to develop into a human being.
The
human being is so powerful that it takes two to three decades for typical
development. Building wisdom may start above age thirty if at all.
Psychological maturity may be attained beyond age sixty, but normally does not
happen. The future can be better.
He or
she does not know it, but each human individual has the authority to develop
his or her person during every moment of personal life, hopefully more than
eighty years. He or she may advance the leading edge of civic morality that has
been discovered during the past eight trillion years of human life.
Each
human being has the opportunity to develop fidelity to the-objective-truth
rather than conformity to social opinion. Private fidelity is essential to the
individual but barely impacts society. The smallest infidelity begs woe, and
with crime or evil woe comes brutally. However, if most individuals accept
personal authority to develop fidelity, a civic culture may develop, and
infidelity could lessen.
Fidelity
to the-objective-truth is comprehensive. That is, it extends to self, immediate
family, extended family and friends, the people (nation), the world’s
inhabitants, and the universe, both respectively and collectively. Thus, it is
a civic practice, where “civic” implies two individuals collaborating to
empower each other’s lives more than cooperating-with, subjugating-to, or
suffering civilization or socialization (coercion), tradition (stagnation), or
legalization (force). A civic culture offers mutual, comprehensive safety and
security; private liberty with civic morality; human justice.
In a
civic culture, dissidents are inspired to reform, because they observe and
experience a better way of living. Just as the civic citizen has authority over
his or her person and develops fidelity, the criminal has individual authority
but believes crime or worse pays. However, statutory justice, is developed by
discovering the-objective-truth rather than tolerating dominant opinion.
Statutory justice is more motivating than arbitrary law to the criminal who
suffers law enforcement. That is, the criminal is more accepting toward
statutory justice.
Society
does not foster the above ideas. Unfortunately, society fosters the idea that
the human individual has not the authority to behave so as to benefit from
the-objective-truth. Society bemuses the individual to seek power from religion
and from government or the partnership of the two. Particular religions and
particular governments are morally weak and their partnerships are tyrants. The
person who does not accept the authority to live his or her life according to
personal, beneficial preferences, loses private life to unjust society.
Each
individual may pursue personal happiness rather than the dictates of society
and help reverse human misery and loss humankind takes for granted. Each person
may accept individual authority to develop personal fidelity.
