"Civic" refers to citizens who collaborate for responsible freedom more than for the city.
A personal paraphrase of the June 21, 1788 preamble:  We the civic citizens of nine of the thirteen United States commit-to and trust-in the purpose and goals stated herein --- integrity, justice, collaboration, defense, prosperity, liberty, and perpetuity --- and to cultivate limited services to us by the USA. I am willing to collaborate with other citizens on this paraphrase, yet may settle on and would always preserve the original text.

The Advocate is so accustomed to freedom and irresponsibility they do not recognize mendacities the editors use for premises. Here are some in this “Our Views”:

“Voters get the government they deserve.”
Refutations by the-objective-truth: many candidates are skilled liars; often the people the candidate is lying to are the people and institutions who contribute money to influence elections; many citizens ignore the civic agreement that is offered in the preamble to the constitution for the USA; many people vote according to the dictates of their church rather than according to their personal needs; many people vote to favor a political party even though they are voting against their personal interest; many people have no clue respecting the American republic.

Refutations by the-objective-truth: all residents of Jefferson deserve better; in “a strong parochial school culture” “the new union-backed majority” prevailed over “a board that had been supported by the parish’s business community.”

Absent from this editorial is the evidence that the Church delivers public ruin and the people tolerate the ruin. The evidence is that after 505 years, Chapter XI Machiavellianism is alive and well. See constitution.org/mac/prince11.htm. And the problem is interpretation of 1700 years of contradiction in the Holy Bible.
  
To glimpse the ruin the imposition of the Church on the USA has wrought, consider R. E. Lee’s religious reasoning against abolitionists of 1856: “The doctrines & miracles of our Saviour have required nearly two thousand years, to Convert but a small part of the human race, & even among Christian nations, what gross errors still exist! While we see the Course of the final abolition of human Slavery is onward, & we give it the aid of our prayers & all justifiable means in our power, we must leave the progress as well as the result in his hands who sees the end; who Chooses to work by slow influences; & with whom two thousand years are but as a Single day. Human justice is assigned to human individuals. Only the individual has the authority to spend his person’s energy. Only the individual may develop the judgement by which to vote for civic morality. Only with a majority that accepts the personal authority to establish human justice will we see an end to brutality to the children of this nation whose education is lessened by Chapter XI Machiavellianism.

Awareness and understanding of these concerns demands reform by the people, and the necessary reform is separation of the Church from state morality. (State morality knows all skin color but favors none.)

Based on the evidence, fidelity to the-objective-truth is a preferred choice for the individual. It is a comprehensive fidelity that touches every connection an individual chooses or needs, whether public or private, direct or remote, physical or spiritual; in thought, in word, and in action.

If a religion serves comprehensive fidelity, good.

It’s a matter of prejudices, and I prefer mine.

Writers for the media have published views of the speech that establish doubt. One who evaluates statements with the objective to ruin can make their case, for example, use Nielsen ratings rather than all means of tuning in to the speech.
 
Having voted for Trump/Pence twice, not because I like the pair, but because I think they can establish a great people: civic Americans, at last. “Civic” refers to people collaborating for civic morality with personal liberty and vice versa in public and private connections more than for the state or the church/none.

By all means, the days of social democracy's AMO---disruption for chaos---have been spent, even though Obama's OFA seems out there working.

When I see a woman, I think of an individual with the responsibility for a crowd. During her fertile years, she may produce 400 viable ova. It is a responsibility that a civic culture would not belittle. However, I would not interview her about it: she is responsible for authenticity. But I would influence males to be authentic men.

When the education system does not inform pre-adolescent children of this human reality, the children are disserved if not abused. It is barbaric in 2018 that some adults do not understand human authenticity.

Anyone who thinks that party or party faction gives them an edge in dealing with President Trump and Vice President Pence may think twice.

What we are experiencing is the American dream coming forth:  a people’s agreement to collaborate for private liberty with civic morality rather than compete for dominant opinion.

We may glimpse what is happening by considering “fantastic” reform by an Arab ally: Saudi Arabia. “Almost since the founding of [the Congressional USA in May, 1789], its stability has rested on three pillars: unity among the [elites], their symbiotic cooperation with the [Judeo-Christian] religious establishment, and [the continent’s] wealth.” See the actual thoughts in Karen Elliott House’s article, “Saudi Reforms Get a Boost from Google,” The Wall Street Journal, February 5, 2018, page A17.

Perhaps President Trump has not yet imagined the USA’s reform---maybe it’ll take a couple more years--but he is working on it, and Pence is keeping pace. People who want private liberty with civic morality might take note and action for their own interests rather than for someone else’s cause.

Both AMO and Judeo-Christian dominance have had their times:  Human justice is on the march in the USA.

I hope lawmakers let Gov. Edwards and Dardenne deal with the budget crisis without a special session. There is no excuse for increasing taxation of the people of Louisiana. There are lots of reasons to reduce spending. My concerns involve all the people of Louisiana, not just taxpayers.

Phil Beaver Do you have no care to reduce my intentions to replace "social morality" with "civic morality" as collaborating for our personal dreams and goals for our private lives rather than conforming to someone else's ideas for each of us or both of us together---or, with your help, find a replacement for "social morality" that also better than "civic morality" as a cause?

Do you refuse to challenge "civic morality" with something better? Is it civic to blame society then turn a silent back to the claim?

People often refer to the founders, a broad term. I think of the signers of the 1787 draft constitution as the originalists. The first Congress was comprised of politicians who knew no better than to restore Blackstone and self-appointed legislative "deity."

The originalists scheduled end purchasing Africa's commodity, Africans, twenty years after ratification. With a slave-states ratio of 8:5, they could neither negotiate abolition of slavery nor devise its economic feasibility. Therefore, they left abolition to the future.

The required nine states ratified the draft constitution on  June 21, 1788, establishing the USA. The nine hoped remaining four free and independent states would join the USA. One did, in time for operations, which began March 4, 1789. By March-April, erroneous governance "under God" had been restored.

Sixty-four years after the signer's USA had been ratified, Frederick Douglass decried the wanton internal slave trade that was underway. However, with help from black scholars, he understood the draft constitution. He stated, ". . . interpreted, as it ought to be interpreted, the Constitution is a glorious liberty document. Read its preamble, consider its purposes. Is slavery among them? Is it at the gate way? or is it in the temple? it is neither. "

BTW, perhaps the 3/5 rule should be resurrected as a means of empowering a civic people in competition with dissidents to human justice. Beyond adult citizenship, perhaps require a potential voter to paraphrase the preamble in the spirit of the original but worded for his or her lifestyle and sign a commitment to First do no harm respecting the agreement he or she offers other citizens.
